The NNPA is the National Newspaper Publishers Association, the umbrella group over some 200 Black newspapers around the country. "National" in names of associations formed during segregation often means Black - e.g. the National Medical Association's membership is Black doctors, who, until not too long ago, were excluded from the American Medical Association, nor could they practice in white hospitals.

Mr. Alford-

Bravo. PLAs are bad public policy. Thanks for sharing the black community's viewpoint on PLAs and discrimination within the building trade unions. It is an untold story that needs to be considered when governments grant unions a monopoly in providing the workforce to build infrastructure and construction projects.

Your piece reminds me of the failures of the D.C. Baseball Stadium PLA: http://www.alossfordcworkers.com/
and the recent stories about the lack of diversity within Philadelphia's Building Trade Unions related to the proposed PLA on the Philly Convention Center: http://www.greatexpectationsnow.com/content/why-unions-wont-share

I hope that the Congressional Black Caucus, Congress and Mr. Obama listen to the NBCC's point of view on this issue.
