In JR’s interview, Oscar’s cousin, Donald Wiggins, reveals that the BART police left Oscar to lie on the hard, cold concrete of the platform for 30-40 minutes after he was shot – with no medical attention, no effort to save his life – while they snatched cell phones from witnesses.
