		<description>No matter what you do, the ninth ward is still below sea level.  Very few want it to be what it was prior to Katrina. It was not a positive addition to New Orleans. The crime and number of people using public assistance was unsustainable and a drain on the area.  It did provide a reliable source of votes for a particular party, but that party was in charge of the area for... ever and did not seem to do a good job for the people it represented.  Many of the folks who had to relocate were using large ammounts of public assistance and I&#039;m sure the taxpayers of Louisiana haven&#039;t been in a big hurry to start paying for the housing, food, and utilities for them again.

Not to mention the billions spent on an education system, and the opportunities associated with it,that many students and parents have not fully participated in.</description>
