There are solutions to the gang placement situation and other conditions expressed. The culture is unforgiving because the attitude is wrong.. Too much time in solitary confinement changes the dynamics of the population and must be addressed through better time management and staffing.  There are amicable solutions that will establish humane and appropriate care methods. ]]></description>
