I think the Council made a lot of mistakes that night..
1. Promising a police report when Kaplan (to reporters) said they don't have the authority to tell OPD how to run an investigation (Santana may..but apparently she wasn't going to).
2. Announcing that ridiculous resolution during a meeting that obviously wasn't 'peaceful'. That just added fuel to the fire.

The crowd's shouting and dis-respect during meetings may be a problem, but taking away the seats isn't going to to solve it. We need more effective leadership. That performance on Sept. 18th wasn't leadership at all.
