Proofread for discretionary tools e.g. administrative overrides to keep them where they are at even upon completion of the program… the process is null and void if the final say so to transfer is left up to political influences or appointees. ____Also make sure the appeal process is intact

I've found the PDF copy – but I'm still not really seeing whether or not organizers are on top of how this will affect prisoners who are women.

Also, best or worst case scenario – how will the implementation of this proposal affect people's sentences who are already in SHU's? Wouldn't this give the CDCR carte blanche to attach more restrictions onto those that already exist – or try to give people snitch jackets for not cooperating – or renege on those who do?

This is the CDCR, after all. And leopards don't change their spots.

Is there a copy of this proposal somewhere, and is anyone taking women who are locked down in holes into consideration?
