		<description><![CDATA[This could be a win win situation if the strategy is to be transparent and up front about its operations and policy making... one should view this as progress but with a slight amount of pessimism as this won&#039;t change overnight.. it will take years to change the culture that is the mindset of this agency and the media won&#039;t crack the silence unless it finds individuals willing to talk and tell the truth about happenings reported by both staff and prisoners.. It is however, a step in the right direction for many and will bring hope to what appeared to be an endless battle to reveal solitary confinement conditions behind these high walls ]]></description>
