Rwanda’s ambassador to bring legally enforced history to Sonoma State University

KPFA Evening News Anchor Cameron Jones: Rwanda’s U.S. ambassador, Mathilde Mukantabana, is on her way to Sonoma State University to give a talk titled “Rwanda 20 Years After Genocide” this coming Tuesday, March 25, as part of the university’s Holocaust and Genocide Lecture Series. KPFA’s Ann Garrison was not free to work on today’s news but she asked KPFA to note that the official history that Rwanda’s ambassador will present is the “genocide against the Tutsi.” “Genocide against the Tutsi” is the constitutionally codified and legally enforced description in Rwanda, where it is a crime to say “Rwandan Genocide.”

Rwandan and Western newspapers commonly report that as many as a million Rwandans, mostly Tutsis, were killed in the genocide; but the 1991 Rwandan census reported that fewer than 650,000 Tutsis lived in Rwanda at that time, and the Ibuka Tutsi survivors’ group claims that 300,000 Rwandan Tutsis survived. The Rwandan government has never disputed either figure, and if both are correct, then the majority of a million dead must have been members of Rwanda’s majority Hutu population.

The 1991 Rwandan census reported that fewer than 650,000 Tutsis lived in Rwanda at that time, and the Ibuka Tutsi survivors’ group claims that 300,000 Rwandan Tutsis survived. The Rwandan government has never disputed either figure, and if both are correct, then the majority of a million dead must have been members of Rwanda’s majority Hutu population.

In 2011, after a holocaust and genocide conference at Sacramento State University, KPFA’s Ann Garrison filed an assault complaint against the Rwandan contingent with the Sacramento State Campus Police. That complaint was later published by the U.K. Parliament’s International Development Committee after their reconsideration of budget support to the Kagame government in Rwanda.

The truth of what actually happened in Rwanda is significant now, because “stopping the next Rwanda” has become an invocation to U.S., French and NATO military intervention in Africa and other parts of the world, including Syria, Iran and even North Korea.

Cameron Jones, présentateur de KPFA : L’ambassadrice du Rwanda aux Etats-Unis, Mathilde Mukantabana, est en route vers l’université d’Etat de Sonoma où elle donnera une conférence intitulée « Rwanda, 20 après le génocide » ce mardi 25 mars. Cette intervention s’inscrit dans le cadre d’une série de conférences sur l’Holocauste et le Génocide organisées par l’université. Ann Garrison de la radio KPFA n’était pas disponible pour travailler sur ce sujet, mais elle a fait savoir à la KPFA que l’ambassadrice présentera l’histoire officielle du « génocide contre les Tutsis ». Le génocide contre les Tutsis est la version constitutionnellement codifiée ayant force légale au Rwanda, où il est désormais interdit de parler de « génocide rwandais ».

Les journaux rwandais et occidentaux rapportent généralement qu’un million de rwandais, à majorité Tutsis, sont morts durant le génocide. Or, le recensement de la population rwandaise de 1991 avait estimé à +/- 650.000 Tutsis peuplant le Rwanda à ce moment-là. En 2011, à l’issue d’une conférence sur l’holocauste et le génocide à l’université d’état de Sacramento, Ann Garrison avait déposé une plainte à la police d’état du campus de Sacramento contre le contingent rwandais. Cette plainte a été publiée plus tard par le Comité de Développement international du Parlement anglais après que cet état avait décidé de revoir l’appui budgétaire apporté au gouvernement rwandais.

La vérité sur ce qui s’est réellement passé au Rwanda revêt son importance maintenant parce que «prévenir le prochain Rwanda » est sur toutes les lèvres aux USA, en France et à l’OTAN dès qu’il s’agit de justifier les interventions militaires en Afrique et ailleurs dans le monde comme en Syrie, en Iran et même en Corée.

    Who can challenge this: "The 1991 Rwandan census reported that fewer than 650,000 Tutsis lived in Rwanda at that time, and the Ibuka Tutsi survivors’ group claims that 300,000 Rwandan Tutsis survived. The Rwandan government has never disputed either figure, and if both are correct, then the majority of a million dead must have been members of Rwanda’s majority Hutu population."? Only "the Host of the army" and his "chosen"

    We know that Tutsis were 650,000 in 1991.

    The RPF Regime had made a count of survivors to assess the number of persons to be compensated. The survivors would be of the order of 367,000 people.

    Crude Mortality Rate (CMR) from 1990 to 1993 respectively increased from 29 to 39 per 1000 habitants.

    Crude Birth Rate (CBR) from 1990 to 1993 respectively decreased from 48 to 44 per 1000 habitants.

    The Annual Population Growth (APG) in 1990, 91, 92, and 93 were respectively -0.13, 3.40, -6.34 and -7.60 percent.

    The increase of the Mortality Rate and decrease of the Population Growth as well as the Birth Rate were principally affecting Hutus since they were the sole target of the RPA attacks against civilians before 1994. However, it's worthy noting that Tutsi civilians from Bugesera and Bagogwe were also killed. If the former group was killed by Interahamwe, the latter group is said to have been killed by RPA to find a pseudo-motive to resume hostilities.

    Hence, it is better to take the APG, CBR and CMB of Tutsis by the statistics of 1989 which were respectively 4.42%, 49.87/1000 and 24.12/1000.

    By those statistics, we may generally -but not precisely- underline that Tutsis were estimated at 678 740 by March 1994, without taking into consideration impacts of numbers of Tutsis who joined RPA, of victims of Bugesera killings and of victims of Bagogwe killings.

    Deductively, based on RPF Regime numbers of survivors, the number of victims of 1994 Genocide would be 678,740 – 367,000=311,700. However, Hutu victims at the hands of Interahamwe are not included. That would be corresponding on statistics of IBUKA that asserting the percentage of victims at 56%.

    You people are stupid and lie a lot. You deleted my comment which was nothing but the truth. HUTUS regime made this number for their own satisfaction. Why would you want to know number of people you are trying to Kill. Ann you and your skeleton face, you are just useless human being spreading hate, I wonder how you sleep at night knowing that any thing you say is not credible. Hutus agenda on this news outlet is to say they never killed enough tutsi and so they are angered to see hutus and tutsi are living happy together here in rwanda. I was completely disappointed when you deleted my comment and yet you say you are fair reporters and encourage free speech.
