Tehachapi SHU is the worst of any SHU, prison or jail I have seen in 23 years

On Aug. 28, 2014, I spoke with the Corcoran State Prison Step Down Program (SDP) facilitator who confirmed I was on the list to be transferred to Tehachapi (California Correctional Institution, or CCI) and that I would be stepped up a step – from Step 2 to Step 3 of the SDP.
On Sept. 2, after returning from law library, I was told to pack it up for transfer to Tehachapi. As I was rushing to pack and separate my things – from things I was taking with me and things I was leaving behind – the floor staff returned to my door no more than five minutes later and told me that a van was waiting on me; therefore, they were going to pack my property for me, because I had to get on that van.
Thus I was not given a moment to properly express a heartfelt goodbye to all those I have shared a huge part of my life with. Leaving that building section and prison for my last time was the saddest departure I ever took from any place in my life. I just pray I see all my brothers again, somewhere down the line, in a much better place than what we have endured for way too many years. In the meantime I will always keep them with me no matter what.
Anyhow, after my third day here, that old saying my mother so often preached came clear to me: “The grass ain’t always greener on the other side of the fence!” With that I must say that Tehachapi State Prison (CCI) SHU is the worst prison or jail I have ever been in during my 23 years of incarceration. From the clothing to food portions, to medical, etc., etc., which I will elaborate further on.
Next, the facilitator, Villareal, and Warden Davey did keep their word; therefore, on Sept. 16, 2014, I was advanced up a step, to Step 3, so that’s all good. But the big lie is that there is a functional Step 3 and 4 program at this prison.
That’s a lie, and “functional” is the furthest thing from the truth this prison could ever boast about, because this prison is so unfit in so many ways that it could never ever be a functional Step 3 and 4 until it has completed a major overhaul and retro-fitting. With that, the staff here would have to be retrained and they would have to get rid of their old style of thinking and oppressing prisoners as well before they could even begin to start moving toward establishing a genuine Step Down Program.
They (CCI, Tehachapi) have admitted that security-wise they cannot allow most of the movement set forth in the SDP, because there are way too many blind spots that put prisoners and staff at risk – a security risk – and it’s going to cost them in the hundreds of thousands of dollars just to do one building. Therefore, in the meantime we are getting fucked out of all our opportunities, programming and amenities.
The big lie is that there is a functional Step 3 and 4 program at this prison. That’s a lie, and “functional” is the furthest thing from the truth this prison could ever boast about, because this prison is so unfit in so many ways that it could never ever be a functional Step 3 and 4 until it has completed a major overhaul and retro-fitting.
On Sept. 26, 24 days after my arrival, I received my property, wherein my TV, radio, thermals, books, cosmetics (hygiene), cup and pictures were confiscated. My TV and radio, staff said, were “altered,” because of holes in the electric cord, and my radio had a small cut in the casing to access the ground wire.
My thermals had a patch sowed on the elbow to cover a small hole. Books had sexual content. Hygiene was not in clear see-through container. The cup, they said, could be made into a weapon.
I had over the 40-picture maximum allowed, so they took the rest. They took my Bible, dictionary and thesaurus, because they were without the original covers. Thus I have no TV or radio, nor Bible etc. I am going to start a fundraising campaign to raise the money to buy a new TV and radio. [A supporter has sent Jabari a radio. – ed.]
Now back to the issues here. They are not allowing us to have any containers for canteen or otherwise, because they said we have in-cell electric plugs that we could use to melt down the plastic and make a weapon – but now the contradiction is that seven days a week our lunch comes in plastic lunch bags and every item in our lunch is wrapped in plastic.
When you arrive here, they give you a bed roll and a clothing roll. The bed roll consists of two blankets and two sheets. The sheets are badly worn – thus I immediately had to wash mine by hand.
The clothing roll consists of one pair of boxers, one t-shirt, one pair of socks, one towel. The t-shirt and boxers are all very badly used, so that you can see the excreta of the previous owners and all the sizes are kid sizes – so small and tight-fitting that they are disrespectful, undignified, dehumanizing, demoralizing etc.
One would never want to be caught wearing them outside of one’s cell. If you did, the whole yard would never let you forget about it. And the sad part about it is, that is your full issue, all you are issued for your whole stay here, period.
Once a week they have laundry exchange that is on a take-it-or-leave-it exchange, wherein you have to exchange a full roll to get a full roll in return. You cannot exchange just one or two items. Full roll only.
All clothing rolls are pre-made, wherein size and cleanliness are not considered. They just throw the four items together, roll them up, which makes it a gamble on the size you receive and how clean they are. My cellie Sitawa has been here since July 17, 2014, and has been doing this laundry exchange thing every week since, and he still has not yet gotten a full set of clean clothes his size.
They issue you a small paper Dixie cup and a small, thin plastic picnic spoon that you use to drink and eat with for the duration of your stay here, and you have to maintain your Dixie cup and picnic spoon for two or three weeks, until supply exchange.
Cell cleaning supplies: They issue you a small yellow rag, and once a week you have to push your rag under your door on the ground, and an officer will come by and pour disinfectant on your rag. You have to sop up as much disinfectant as you can that was on the ground and then squeeze it into a milk carton to preserve it as long as possible. This practice is so disrespectful that we refuse to participate in it, although these are the only cleaning supplies they issue.

TV stations are ABC, CBS, NBC, Fox, MY13, COZI, two Spanish stations and four church stations. They have no PBS or any learning stations or animal (nature) stations, and the sad part about the above stations is, the signals all struggle to stay in range all day long, every day, and at least three to four times a day each one goes out at different times and stays black from 30 to 50 seconds, and some blink in and out, fighting to come in. Then some will go blue for one to two hours.
These stations are crazy, so I am not missing my TV yet. But I wish I had my radio, because they do have good radio stations, from what I am hearing from the guys who have radios.
We have no in-cell mirrors, and the only mirror we have access to is a very small mirror on our shower door and it’s so small you can’t even see your whole face in it.
For property, they have a policy that your property is supposed to follow you immediately after you get off the transportation bus. All the floor staff know about this policy: IGI (Institutional Gang Investigations) is aware of this policy, our counselor is aware of it, but the property officer refuses to adhere to this policy.
It took 24 days for me to get my property. With that, the property officer follows a very, very foul practice wherein TVs and radios regularly come up missing. And he confiscates whatever he can, for the smallest, pettiest reasons.
So you can believe you will be angry when you finally receive your property. When he goes through your property, he is on the hunt to take what he can, as much as he can.
Medical ‘care’
My cellie Sitawa and I were both in the pain management program at our previous prisons. For over five years at Corcoran SHU, I took various pain meds and different strengths of medication, until I was finally prescribed a combination of pain medication that comfortably managed my pain, and for three successful years I had no pain issues on those doctor-prescribed meds.
On Sept. 9, after arriving here, I was removed from the pain management program and taken off of all pain medication.
On Sept. 10, I was summoned to the medical clinic here where I was seen by a doctor, Dr. H. Tate, MD. Dr. Tate is an old war veteran who has a high threshold for pain, and he believes that all prisoners should too.
He also follows the strict practice of “If it’s not killing you, …” he will save the state money by not treating you. Thus, Sitawa and I were removed from all pain medication and reduced to over-the-counter Tylenol. So we are forced to bear through our pains throughout the day, and some nights we aren’t sleeping throughout the night because of the pain we are forced to fight through.

Yeah, this ain’t a “Step program” and it isn’t even fit to be a SHU program, which makes you question why they even attempted this project here and put “Step bodies” here, when staff knew they would not be able to provide us with the basic policies that govern and make up the program. We are having group meetings, group dining, group yard, no tier tenders, and we are only able to walk to showers once a week without being cuffed and escorted.
We can’t buy our own cups from canteen. We can’t have the containers that many canteen items come in, when in Corcoran and Pelican Bay they let you have everything, and they sell personal cups and bowls in their canteens. And those prisons are Step 1 and 2 of the SDP.
Those in Steps 1 and 2 at Corcoran and Pelican Bay have way more privileges and they are treated with more respect and trust than we are at Tehachapi, and we are supposed to be in a “more advanced” step. With that, this whole program and the atmosphere of the program is supposed to be about individual accountability, where we are all held accountable for our own actions, and no longer being punished as a group.
Well, we are still being punished as a group here in Tehachapi; and there is not even a thought about accountability. We have no rights here – no rights at all and we’re forced to have to endure the worst SHU in California.

The last I recall prison is not a resort. quit committing felony crimes. I bet your victims are crying foul also. Try prison is other countries, see if you have a case there about the amenities.

I WOULD tell my kid that if they committed a crime! Maybe the fact that you baby your child and make excuses for the crimes he commits is PART OF THE REASON why your child is in prison. Real parents love their kids enough to hold them accountable.

Having been incarcerated for over 23 years I can only assume the writer committed murder or some other hanious crime. Let’s not think of his poor living conditions, gripes and complaints but his victim(s) that do not have the their lives and the victims family that were affected by his crimes. No sympathy here!!!
Bravo KLH. Don’t know what you did to get locked up for so long but obviously you learned something from it. God bless you. Prison is supposed to be punishment. The Hell that true felns put their victims through is a whole lot worse than what this guy is whining about. I’ll bet the loved ones of most murder victims would LOVE to live in a horrible place like CCI if it meant spending a few more hours with their children/lovers/friends/etc.

All of you leaving comments supporting torture on human beings by the system should be ashamed of yourselves. Wondering if any of you believe in God or a higher power. The system is suppose to rehabilitate not torture the inmates. Obviously, you all do not mind the torture with your taxpayer money. Humanity – maybe some of you should practice that instead of supporting torture. I have been a victim before and I do not believe the system should practice torture and inhumane conditions. There are many police officers that hurt people too and are never charged for their crime but that is okay by majority of society and the justice system, they walk free or are still working in law enforcement. They are not locked away in a cell 24/7 in solitary confinement, with no rehabilitation services when they break the law.
This inmate is reaching out speaking on what is really going on in the system right now, I praise him for having the courage to speak up on the truth of what is really happening to these human beings who have been voiceless for years. You all should be ashamed of yourselves that you support the system that is practicing torture at California Correctional Institution Tehachapi.

Not once in his comments did he mention anything about being “tortured” or beaten or hurt in any way. He doesn’t like his “accommodations” so he writes a letter hoping that some bleeding heart liberal feels sorry for him, Mission Accomplished (see above). I don’t feel sorry for him, and I applaud the Tehachapi staff for doing their jobs! I can tell you one thing, you don’t get to the Tehachapi SHU for being an upstanding inmate hell bent on rehabilitating oneself. If this inmate was doing time in a third world country, he wouldn’t have HALF of the accommodations or medical treatment that he has available to him in California! If this inmate were to have robbed or killed you or a member of your family I don’t think that you would care whether or not he had good television reception or a good variety of animal channels while he was paying his debt to society.

Scott, i would like you to write an article on why you are in prison. Let’s start with that and what you did in prison to get to SHU in Tehachapi. i also would like to know if by any chance you have taken the time to contact the victims of your crime. Since it seems to me that you have time to complain about how you are treated in prison, i can only guess that you have the time to contact your victims. you talk about medical, well some of us don’t have that luxury to have the medical you have. i can only wish that you could be sent to another country to do your time. So you commit a crime and we are suppose to reward you. i think that we the people should spend tax payer money on our kids in school not the criminals like you that want evrything handed to them.
I am writing concerning the CDOC step down programs for inmated you have been put into SHU’s. Those programs are supposed to be preparing these individuals to reenter society . . . because according to ‘law’ they have an out-date. Saying that, according to surveys the majority of those individuals ‘should not’ have been in SHU in the first place. . . and for those that were rightly sent to shu, they should have never been there for the extended period of time they were. There would then not be a need for these programs in the first place, which mind you is costing the taxpayer far more money to have these individuals in SHU as oppose to the general population, yes the CDOC get twice the money to put these prisoners in SHU. Back to the point, these individuals are there to relearn soical norms so that they can come back and be productive members of society. We cannot keep using the exucse of ‘the victim’ to hate – that is something that cannot be changed and ‘the law’ indicates that once that person has done his/her time, he/she must be released. That person upon release should be ready and able to deal with soceity and not furthered damaged because the CDOC decided to throw him/her in SHU because they “May be a part of a gang”, which is why most of those inmates ended up wrongfully placed in SHU in the first place. Read the reports before you comment on that. I also believe the majority of these ‘negative inhumane’ comments are from persons working and connected to the prison system, it allows them to keep a job. Also, Bay View, I think you should stop publishing their hatred!
He did the crime, now the time. Does this mean CO’ s can disrespect and expect respect in return? While some of the staff is very nice, you have those others with That chip on their shoulder and feel they have to prove something to someone. I was in that prison in that shu 4b-6c-201 i was relesed 3 months ago. Yes as prisoners we get rights takin from us but we still get the right to be feed and live in a clean environment. We dont get that there it goes beond what that man put in his letter. In fact he is lucky it got out. The cops throughout incoming and out going mail just because they are to lazy to do thire job. The majority of the CO’s working are hill billys. No joke. The cops will give you fake write ups just because they are having a bad day. Or they will just take you in a room hand cuffed and beat you with thire batons. So before all you lame people say dont commit a felony and thats what you get remember we live in the USA where we have rights and they are slowly being takin away from the people who are law biting citizens. You will one day endure what we had to when we shouldent have had to.

The goal of this system is to put anyone and whoever they can get hooked into the system put in jail/prison. All this in order to keep the money pit flowing. All our tax payers money makes this system go around. If there is not a lot of crime then less money can be requested. So the opposite needs to apply. I have met over 40% of inmates including myself who was fucking accused of a crime that didn't happen, or me the accused didn't do the crime or any crime at all. This happens way to much due to the fkn lies they have to use in court by all the disgusting DA's and officers and more. What a injustice just to put ppl in jail. You all are a piece of shit to have to lie to put someone in jail. THIS IS why there is no lie detector / polygraph allowed in criminal court. I'm 60 yrs old and never had any dealings with the justice system. OMG I couldnt believe the injustice in Tehama County. My son is in prison and I and half the town knows hes innocent. The more I learn, the more I see how corrupt the system is. As long as the DA's office wins there cases nothing else matters. So much is out of my control so the best thing I can say is KARMA
i got railroaded, was snatched out of my house because somebody picked me out of a 6 pack photo lineup saying i had threatened them 2 weeks before ,(i had never seen these people before in my life) i fought the case for a year in the LA county jail which was worse than a zoo, i went to trial got and hung jury , then got the charges refiled , i sighned a deal to just go home instead of spending another year in that hellhole with mice and roaches, i have a felony on my record now that im 100% innocent of – so to the IDIOT by the name of Derek D, watch what comes out of your mouth because this can happen to you just like it happened to me, the system is crooked , but God will judge everybody when His son Jesus Christ comes back

Obviously you have never been arrested. The jails and the courts all have the attitude that "he wouldn't be here if he weren't guilty," and they keep you there, dragging you back to court month after month until they persuade you to sign the deal just to get out. A trial date will be set, then postponed, then postponed again. Admittedly, most of the inmates are guilty, but some aren't. Shouldn't a fair trial be granted, rather than bullying someone into a guilty plea just to preserve the District Attorney's spotless record?

Like I mentioned previously. The solution is just allow polygraphs in criminal court and we all will have justice. All these assholes lies in order to put someone in jail. The court / justice system doesn't care, because they need the money pit to keep flowing. All those assholes.

And that attitude is what put you behind bars. Imagine that, criminals complaining they they're being mistreated, with the only thought to others who tell them they got exactly what they deserved, is that they deserve to be ripped off. It is this attitude, that has the author of this article, locked up for 23 years of his adult life, and still he's learned nothing, except how to complain about it. It is a prison people, a place they put people who don;t respect the laws, and other people's property. You get the sympathy you deserve, which is none.
My father is in there for hitting my mom in the head with an ax and he whines and crys about how horrible it is in there. He is getting what he deserves. Now that he is in prison he thinks we all owe him something. Contacting family that he could have given one shit about when he was free, asking them to send him money and send him packages cuz the food is so bad, blah, blah, blah. Should have thought about that before you decided to try and kill my mom. No sympathy from me. I'm sure there are people in there who are innocent and I am sorry for them but not for the real criminals. They think they deserve to be treated good, maybe they will take a second thought the next time they think about commiting a crime. People do not always live up to your (or my) expectations, butt hey usually live down to them. If we tolerate bullying behavior from guards; if we treat inmates (some of whom are innocent, many of whom were overcharged and "railroaded" by a system where almost everyone plea-bargains …unlike any other in the civilized world) like beasts; if we encourage anger and hate, and discourage learning and spiritual reflection (they confiscated his BIBLE?!?!?!), we are reinforcing the worst behavior in inmates, guards, and the society that put them both there (that means you and me). Yes, the crimes most of them did were awful and hateful. I hope they don't do awful or hateful things again: is the best way to accomplish that to treat them awfully and hatefully?
I see so much hatred with people’s comments ,I understand they have committed crimes but they are still human beings at the end of the day .Just because there in prison they have to live like animals or not get the proper medical care us as society thinking like thats why we are no better than them ,but we all have are opinions but that’s why society is so filled with hatred towards one another,people are so filled with ignorance .
Are they human beings, or animals that think only of themselves? Medical care is a luxury, not a right, and those who are serving time in a prison, can't expect comfort of any kind. They shouldn't be allowed TV, Radio, Music or any other creature comfort. If they want good food, they should have earned it like the rest of us do, instead of expecting prisoner cooks, to prepare feasts with minimal ingredients.
By the way, the people who are ignorant, are those who think they are entitled to decent treatment, when they never considered treating others decently when they were robbing, raping, carjacking or attempting to kill people who did nothing to them, except maybe dump them, or make them mad. Animals need to be caged, and kept out of reach of decent law abiding citizens.

How do you do it? Really? No clue? People go to prison for breaking the laws, plain and simple. Some of us can go thru entire lifetimes without ever getting more than a traffic violation, so why can't everyone? I know why, of course: because it's easier to steal for someone, than go out and earn what you want, easier to steal cars, do drugs, rape, murder, Drive under the influence and kill someone, all signs of irresponsible, don't give a damned about others attitude. Tell me, did you even finish school, or are you a dropout, on top of it: another individual that blames society for their own inability to act like an intelligent, grown up, human being.

They kept me in jail and didn't give me bail in order to get out and get my proof. They erase my cell phone , that had the proof for my innocence. They reformatted my computer and erased it so I couldn't get my proof. So much more other shit they will do to fk a person to keep em in jail.
