Will US policymakers review ‘Rwanda’s Untold Story’ before sending in the Marines?

Rwanda’s Untold Story,” a controversial BBC documentary first aired in the U.K. on Oct. 1, undermines the rationale for military action against the FDLR fighters in the eastern Democratic Republic of the Congo’s North Kivu Provinces. The FDLR has been described as the militia that committed the Rwandan Genocide in 1994, but the documentary suggests that no one was more responsible than Rwanda’s President Paul Kagame himself.

KPFA Weekend News Anchor Sharon Sobotta: The recent BBC documentary, “Rwanda’s Untold Story,” challenges the most fundamental and widely held beliefs about what happened in Rwanda’s war and genocide of the 1990s. Fierce argument over the documentary continues to escalate in the British, French and Rwandan press, with implications for Rwanda, the Democratic Republic of the Congo, and the entire Great Lakes Region of Africa. KPFA’s Ann Garrison has more.

KPFA/Ann Garrison: The Rwandan government has shut down BBC programming in the Kinyarwanda language and said that it will indict the BBC producers of “Rwanda’s Untold Story” for “genocide denial.” The BBC told the London Guardian that they had a moral duty to make the film and announced that they will air it again this Friday.

U.K. publications including the Telegraph, the London Guardian, the Spectator and the BBC itself have all published argument over the BBC documentary, which has been the subject of no more than an AP wire in the U.S. corporate press.

The recent BBC documentary, “Rwanda’s Untold Story,” challenges the most fundamental and widely held beliefs about what happened in Rwanda’s war and genocide of the 1990s.

A CBS News report, “Militia accused of Rwanda genocide facing onslaught,” aired this week, but failed to mention the escalating controversy over who was actually responsible for the mass killing known as the Rwandan Genocide. It included this clip.

CBS: These men have been called killers, perpetrators of genocide, and they’ve been on the run in Congo for two decades? Now they say they want to stop fighting and go home to Rwanda.

FDLR fighter: We don’t want to remain fighters. The only thing we want is for the international community to help us go back to our homeland.

KPFA: The CBS report also quoted a U.N. source who said that U.N. troops may need the help of U.S. Marines, Special Forces and special equipment to finally hunt down this Rwandan refugee militia, the Force Democratique de Liberacion du Rwanda or FDLR, in the eastern Democratic Republic of the Congo.

As a senator, President Barack Obama authored the Congo Relief and Democracy Promotion Act of 2006, which said that the real or perceived threat from hostile militias in eastern Congo had become a pretext for Rwanda and Uganda to invade the DRC and engage in illegal resource extraction. However, he himself is now threatening military action against one of these militias, the FDLR. But who are the FDLR, really? Although they number no more than 1,500, Kagame’s Rwanda has used them as an excuse for its past 18 years of war and illegal resource extraction in the eastern Democratic Republic of the Congo.

Many Rwandan opposition leaders, including political prisoner Victoire Ingabire and exiled opposition leader and former Rwandan Prime Minister Faustin Twagiramungu, have said that the FDLR are simply Rwandan refugees who are armed to protect more than 100,000 survivors of the refugee exodus from Rwanda to Zaire, now the eastern Democratic Republic of the Congo, in 1994. Tanzanian President Jacaya Kikwete has said the same and urged Rwandan President Paul Kagame to negotiate the refugees’ safe return to Rwanda.

In 1994, a Nightline reporter described the 1994 refugee exodus from Rwanda to Zaire, now the Democratic Republic of the Congo, as the most catastrophic refugee death march he had ever seen:

Nightline: The road from Goma is littered with bodies, taken out each morning like Africa’s trash, to be collected each day, then dumped in deep trenches now overflowing. Two thousand Rwandans, two thousand human beings, are dying each day now, from dysentery, dehydration and cholera. That’s more than one every minute. By the end of this broadcast, 40 more will be gone and tomorrow their bodies will join the others by the side of the road.

KPFA/Ann Garrison: Who was responsible for the massacres in Rwanda in the 1990s? The armed refugees who now claim that their only goal is to protect their families and the rest of the Rwandan refugees until they can return to Rwanda? Or, as the BBC suggests, the Rwandan Patriotic Front and most of all its commander, General, now President, Paul Kagame?

If the joint U.S./U.N. military action threatened on Jan. 2 takes place, will it be hunting down victims, perpetrators or both? Or will it hunt down children younger than 20 years old, who were not even born in 1994? And is there any chance that the BBC documentary, which undermines the stated rationale for military action against the FDLR, will keep President Obama from sending in the Marines?

« Rwanda, l’histoire non contée », documentaire controversé de la BBC diffusé pour la première fois le 1er octobre au Royaume-Uni, sape toute justification d’une intervention militaire contre les FDLR installés dans les deux provinces du Kivu en RDC. Les FDLR sont souvent décrits comme une milice instigatrice du génocide rwandais de 1994 mais le documentaire dit que personne n’a été plus responsable du génocide que le président rwandais Paul Kagame lui-même.

KPFA/Ann Garrison: Le gouvernement rwandais a fermé les programmes de la BBC en langue rwandaise et a dit vouloir inculper les producteurs de l’émission “Rwanda, l’histoire non contée” pour “négationnisme du génocide ». La BBC a dit au London Guardian qu’elle avait un devoir moral de faire ce film et qu’elle reprogrammera le documentaire pour ce vendredi [31 octobre 2014].

Les journaux britanniques dont le Telegraph, le London Guardian, Spectator et la BBC elle-même ont tous publié des encarts sur le documentaire au moment où aux Etats-Unis le documentaire a juste fait l’objet d’un télex de l’Associated Press.

Un reportage de CBS intitulé « La milice responsable du génocide rwandais va être massacrée » a été diffusé cette semaine mais sans mentionner la grande controverse sur la personne responsable des crimes de masse connus sous le nom de « génocide rwandais ». Le reportage contenait cet extrait :

CBS: Ces hommes sont catalogués de tueurs, responsables du génocide, et ils errent au Congo depuis deux décennies ? Maintenant ils disent qu’ils veulent arrêter les hostilités et retourner au Rwanda.

Combattant FDLR: Nous ne voulons plus combattre. La seule chose que nous voulons est que la communauté internationale nous aide à regagner notre pays.

KPFA: Le reportage a également cité une source onusienne selon laquelle les troupes des Nations-Unies auraient besoin d’une aide des Marines, des Forces spéciales et d’équipements spéciaux pour pourchasser cette milice composée de réfugiés rwandais, les Forces Démocratiques de Libération du Rwanda ou FDLR, de l’est de la RDC.

Mais qui sont réellement les FDLR? Même si leur nombre ne dépasse pas 1.500 hommes, le Rwanda les a toujours brandis comme excuse pour ses 18 années de guerre et de pillage de ressources minières du Congo.

Nombre d’opposants politiques rwandais, dont Victoire Ingabire Umuhoza – prisonnière politique – et Faustin Twagiramungu – exilé et ex-premier ministre rwandais – ont dit que les FDLR sont de simples réfugiés rwandais, armés juste en vue de protéger plus de 100.000 survivants de l’exode de réfugiés rwandais vers le Zaire, maintenant appelé la RDC, en 1994. Le Président tanzanien Jakaya Kikwete a dit exactement la même chose et a demandé à son homologue rwandais Paul Kagame de négocier le retour pacifique de ces réfugiés.

En 1994, un reporter de Nightline a décrit l’exode de rwandais de 1994 vers le Zaire, aujourd’hui RDC, comme la plus catastrophique marche funèbre de réfugiés qu’il ait jamais vue.

Nightline : La route de Goma est jonchée de corps, que l’on sort tous les matins comme une poubelle africaine, ils sont ramassés tous les jours et déversés dans d’énormes tranchées qui débordent maintenant. Deux mille rwandais, deux mille êtres humains, meurent chaque jour, de la dysenterie, de la déshydratation et du choléra. Cela représente plus d’une personne qui meurt par minute. A la fin de ce reportage, 40 autres seront mortes et demain leurs corps rejoindront les autres au bord de la route.

KPFA/Ann Garrison: Qui était responsable des massacres au Rwanda dans les années ’90? Les réfugiés armés qui disent aujourd’hui que leur seul but est de protéger leurs familles et les autres réfugiés rwandais jusqu’à ce qui’ils puissent retourner au Rwanda ? Ou, comme la BBC le suggère, le Front patriotique rwandais (FPR) et surtout son commandant, Général, aujourd’hui Président, Paul Kagame ?

Si la menace d’une action militaire conjointe Etats-Unis/Nations Unies est mise à exécution le 2 janvier prochain, pourchassera-t-elle les victimes, les commanditaires ou les deux ? Ou pourchassera-t-elle des enfants âgés de moins de 20 ans, qui n’étaient même pas nés en 1994 ? Et y a-t-il une chance que le documentaire de la BBC, qui remet en question la justification d’une intervention militaire envers les FDLR, empêche le Président Obama d’envoyer ses Marines en RDC ?
