Burundi and Rwanda presidents’ widows appeal Obama immunity for indicted murderer

The widows of two African presidents slain in the 1994 missile attack on the presidential plane that triggered the Rwanda Genocide filed notice with the 10th Circuit Federal Court of Appeals challenging “head-of-state immunity” granted to the current president of Rwanda, Paul Kagame, by the Obama administration in Habyarimana v. Kagame.

The truth must now be told. Paul Kagame, then overall commander of the Rwandan Patriotic Army (RPA), was personally responsible for shooting down the plane carrying President Juvenal Habyarimana home from a peace summit. His assassination triggered the Rwandan Genocide.

On Aug. 29, Barack Obama’s State Department filed a request for immunity for Rwandan President Paul Kagame in the civil lawsuit Habyarimana vs. Kagame, which alleges Kagame’s guilt in the Rwanda Genocide and Congo wars and demands damages for the widows of assassinated Rwandan President Juvenal Habyarimana and Burundian President Cyprien Ntaryamira.

Opposition presidential candidate Victoire Ingabire Umuhoza stood before a judge in Kigali, Rwanda, on April 22 after the Kagame government arrested and charged her with “associating with terrorists” and “genocide ideology,” a crime unique to Rwanda which includes “divisionism” and “revisionism,” meaning politics and/or attempting to revise the received history of the 1994 Rwanda Genocide.
