As a shockwave of disclosures expands the Hunters Point scandal, more startling historical and scientific facts were revealed by Daniel Hirsch, former University of California Santa Cruz Program on Environmental and Nuclear Policy director on Thursday, Oct. 18, 2018. A clutch of powerful federal, state and local politicians has been involved for decades in the remediation and redevelopment of Superfund sites Hunters Point and Treasure Island. 

At the March 2018 Treasure Island Restoration Advisory Board meeting, remediation project manager Dave Clark “recollected” that, between 2006 and 2016, the Navy unearthed 1,280 radiological objects, one for every two residents. By contrast, on Sept. 13, San Francisco Chronicle reporters announced the “startling” discovery at Hunters Point of a single “radium deck marker about the size of a silver dollar” near condos on 75-acre Parcel A, which was transferred to the city in 2004 – startling because “contamination ... was cleaned up years ago.”

Once upon a time … in a reality far, far away … Amy D.C. Brownell, PE, a licensed professional engineer with the Environmental Division of the San Francisco Department of Public Health (DPH), accepted the mandate to protect human health and the environment as a permanent regulator seated on the Restoration Advisory Board (RAB) of the Hunters Point Shipyard, a federal Superfund site. RABs are democratically elected bodies created by Congress to empower community stakeholders with the opportunity to direct the cleanup and reuse of former military installations.

San Francisco is home to the former Hunters Point Shipyard. Once called “the world’s greatest shipping yard,” it was declared a federal Superfund site in 1989, defined by USEPA as “one of the nation’s most contaminated lands.” Contaminated by radioactive and toxic waste from decades of military and industrial use, including toxic metals, PCBs, radionuclides, pesticides and volatile organic compounds. Numerous studies document Southeast SF is burdened by adverse health impacts due to cumulative exposures to toxic air pollution, carcinogens and industrial waste.

On May 9, 2018, San Francisco District Attorney George Gascon’s White Collar Crime Division issued a letter to the San Francisco Ethics Commission referring allegations of “willful misconduct” violations of the Sunshine Ordinance under San Francisco Administrative Code section 67.34 by management of the San Francisco Arts Commission. Twenty-four hours after receipt and distribution of the District Attorney’s letter, the decade’s old signage marking the “Bayview Opera House Ruth Williams Memorial Theater” was vandalized and quickly removed.

Our story begins on any weekday morning in the mid 1940s, when thousands of men, migrants from the American South to “Frisco,” converged upon the gates of the Hunters Point Naval Shipyard on their way to work. To do their jobs building and repairing ships for the biggest employer in the San Francisco Bay Area during the war time economic boom. By 1908, the San Francisco Drydock, operating at the shipyard, had become “the world’s greatest shipping yard.”

Hunters Point and Treasure Island are historical Siamese twins, inextricably linked by Navy nuclear activity and toxic dumping. As Tetra Tech’s fakery and malfeasance is exposed, Hunters Point is receiving massive attention, but Treasure Island victims continue to be poisoned and evicted, attracting scant notice and no help. Taxpayers are footing the bill to the tune of billions for massive Navy remediation, botched cleanups and two redeveloped, but toxic, Naval bases, where, in the end, no one can safely live.

Over $1 billion has been spent by the federal government since 2004 to clean up and remediate one of the most highly toxic and radioactive sites in the U.S., the Hunters Point Naval Shipyard in San Francisco. This Superfund site was home for decades, 1946-1969, to the Naval Radiological Defense Laboratory, and large Navy warships were towed there from the Pacific, where they had been placed close to nuclear tests.

For both armed and unarmed combat, the United States military is unparalleled in the world. So, when the U.S. Navy points the finger for its bungled Hunters Point cleanup at Tetra Tech to deflect from its own liability, it’s a carefully thought-out advance strategy that has worked for decades on contaminated Naval bases around the globe.

After 18 years subjecting San Franciscans who were homeless, poor and mostly of color to massive toxic hazards and environmental racism on radiation and chemically contaminated Treasure Island, the Treasure Island Development Authority (TIDA)’s redevelopment consortium – Five Point, Stockbridge Capital Group, Lennar, Wilson-Meany, John Stewart Co. and other financial interests – seem to be attempting to induce tenants to leave the island while forestalling possible legal roadblocks.

On April 13, the ​SF Sounds​ newspaper made the mistake of publishing an article written by Sarah Burchard, entitled ​“Bring on the Bayview​.” From what we’ve gathered, Sarah Burchard is a white person who is not from San Francisco. ​As people born and raised in San Francisco and Bayview residents, we find Sarah’s article overtly ignorant and flat-out offensive. The article blatantly disrespects residents and our experiences in the current social, economic and political climate.

My name is Felita Sample. My mysterious illnesses and my daughter LaKrista’s strange afflictions developed after we moved from San Francisco’s Tenderloin neighborhood to Treasure Island. Imagine never-ending nausea and daily dizziness. You can’t tolerate the thought of food. You override this loathing and force yourself to eat. You soon find that anything edible, including water, triggers dry heaves that wrack your chest and abdomen.

Over the past week Donald Trump has been giving all sorts of speeches where he’s telling Black and Brown folks what he will be doing for us if he gets elected. Now most of us know Trump is full of shyt, and while his remarks have gotten folks talking and many more laughing, he inadvertently does raise a few questions. For those who are voting for Hillary Clinton, one should ask, “What is she putting on the table?” The answer should be more than “she won’t be as bad as Trump.” What exactly is she promising that folks can hang their hats on?

The air has gotten worse, not better. So these are some of the things that are caused by the dust, the construction and the latent chemicals they have not cleaned up since World War II – plus the current concentration of light industry just outside our neighborhood that all blows into our neighborhood. Yet currently less than 1 percent of African Americans who live in Bayview work in that area and reap the economic benefits. All we get is the pollution and death.

A “space mountain,” “a behemoth,” “a colossus,” “a palace for Jabba The Hut” and “a half-baked baked Alaska” – that’s how columnists have described George Lucas’ $400 million 300,000-square-foot Museum of Narrative Art, a collection of Americana and Hollywood memorabilia. On May 16, 2016, San Francisco Supervisor, Aaron Peskin, appeared on CBS Bay Area talk show “Matier in the Morning,” where he reintroduced Treasure Island as a site for the project.

Although Bayview Hunters Point is one of the most beautiful Black communities in California, it is also one of the most toxic places in the country due to the radiation experiments that took place on the Hunters Point Naval Shipyard in the ‘40s and many other generators of deadly toxins, most of them government owned. Building after building, block after block from the Bayview to Baltimore and from Sunnydale to East Oakland, the last vestige of so-called public – that is, government owned – housing in the richest country in the world lie dormant. Boarded up, locked, gated and shut – each apartment equipped with two, three and four bedrooms, one or two bathrooms and full kitchens.

Lennar’s track record in Bayview Hunters Point and on Yerba Buena Island clearly demonstrates a pattern of offering assurances they will provide poor, Black and Brown people affordable housing, then finding ways to renege on their promises and kicking them out. Join the protest by residents of Bayview Hunters Point, the Mission and Treasure Island at Lennar’s sales office at 645 Howard St., between Second and Third in downtown San Francisco on Thursday, Jan. 28, at noon, for a rally and a quick march to US EPA headquarters.

Among the crowd of 150 activists were four young people holding a sign that simply read, “Last 3 Percent.” The words refer not directly to police violence but to the broader problem of the mass exodus of African Americans from San Francisco. Thousands have left their city of birth not because of any personal preference but because of political decisions and economic policies, many set into motion several decades ago.
