With the Trump regime pushing for a massive $6.2 billion to $6.8 billion in budget cuts for the Department of Housing and Urban Development (HUD), so-called nonprofit affordable housing developers see the writing on the wall and are jacking up the rents on the poor, elderly and disabled renters in their projects as fast as they can, before the budget cuts take effect. The fiscal year (FY) 2018 budget detailing the cuts was released May 23.

Now, as the San Francisco Bay View newspaper’s 40th birthday year comes to a close, is the time to bring up to date the historical sketch of our paper that I began with Part 1 in the January paper. Piles of old papers rest on my desk, waiting to be read once again – a banquet of stories and pictures of our lives, our hopes, our goals. The Trump regime’s proposed $6.2 billion in budget cuts to the Department of Housing and Urban Development (HUD) threatens the renters in around 155 low-income affordable housing projects in Oakland with higher rents or eviction from their homes. The proposed $6.2 billion in budget cuts to HUD will disproportionately impact Black women and their families because such a high percentage of them rely on HUD’s subsidized housing programs.

Repealing the Costa-Hawkins Rental Housing Act by passing Assembly Bill 1506 would go a long way toward strengthening rent control, limiting rent increases and once again allowing cities to regulate the rental rates on rental housing units that have been voluntarily vacated. Passage of AB 1506 would help in the effort to stabilize communities and challenge price gouging by unscrupulous landlords throughout California.

It has been another victory for rent control, just cause eviction protections, and the voters and renters of Richmond. The California Apartment Association retaliated with a lawsuit against the City of Richmond after the voters and renters approved Measure L last November in a landslide victory. In a ruling filed on Feb. 14, Judge Judith S. Craddick of Contra Costa County wrote, “The California Apartment Association’s motion for a preliminary injunction is denied.”

Pahl of the Pahl & McCay law firm, who is also a founding organizer and vice chairman of Lighthouse Bank in Santa Cruz and an ex-officio member of the board of directors of the California Apartment Association (CAA), is directly involved in the assault against Richmond voters and the voters of Mountain View who voted to approve rent control and just cause eviction protections last November.

In a huge victory for the voters and renters of Richmond, earlier today Contra Costa County Superior Court Judge Judith S. Craddick rejected a temporary restraining order (TRO), sought by the California Apartment Association (CAA) to block rent control and just cause eviction protections passed by the voters on Nov. 8, 2016. The City Attorney’s Office in Richmond mounted an effective defense against the TRO, and it was rejected at 10:30 a.m. on Friday, Jan 6.

President-elect Donald Trump has nominated Ben Carson as the next secretary of the Department of Housing and Urban Development (HUD) and, former disgraced HUD Secretary Alphonso Jackson supports and vouches for Ben Carson to take his old job, according to the Dallas Morning News. Having Jackson endorse Carson is troubling. In May 2004, as secretary of HUD, Alphonso Jackson made headlines across the nation when he stated “being poor is a state of mind, not a condition.”

Renter protections will be on the November ballot in six cities in the Bay Area. No matter how hard the landlords and the California Apartment Association try to stop the renters movement, tenant advocates across the Bay Area are urging renters to vote on strong renter protections in Richmond, Oakland, Alameda, Burlingame, San Mateo and Mountain View. They urge people to vote “no” against any weak proposals placed on the ballot by the city councils in Alameda and Mountain View.

On Sept. 13, Richmond Mayor Tom Butt and Councilmembers Nat Bates and Vinay Pimplé blocked a proposed 45-day “urgency” moratorium on rent increases and no-cause evictions. Before Mayor Tom Butt voted “no” to block the moratorium, he failed to disclose to the residents at the Sept. 13 City Council meeting that he has been accepting political contributions from the California Apartment Association, an organization representing the interests of landlords, not tenants.

A proposal by HUD and the Obama administration that is allegedly meant to combat segregation and break up concentrations of poverty actually threatens Section 8 renters (Housing Choice Voucher holders) – the elderly, poor and disabled – with higher rents and eviction. It has many Section 8 tenants worried about their future in the Bay Area, New York and elsewhere.

On March 3, the same day that Oakland tenant activists filed a ballot initiative to strengthen renter protections called the “Renters Upgrade,” the California Apartment Association (CAA) announced that they were keeping an eye on things and are coming up with their own plan to counter the tenant’s movement efforts somehow, including in Richmond and Alameda.

Fascist presidential candidate Donald Trump owns the former Bank of America building in San Francisco at 555 California St., which has become a legitimate target for protesters who want to stop his hateful presidential bid for the White House. In addition to Trump’s hateful words of contempt for women, people of color, Asians, Mexicans and the disabled, records show that Trump’s father was arrested at a KKK brawl. Trump appears to be a chip off of the old block.

On Tuesday, Feb. 23, the Fair and Affordable Richmond Coalition, a group uniting renters, homeowners, organizations, local elected officials, local community activists and labor, filed a proposed ballot measure to protect Richmond’s tenants against unjust evictions and unfair rent increases. The Richmond City Clerk has 15 days to write a title and summary for the initiative. The coalition will have until June to gather 4,198 signatures to place the measure on the November ballot.

Funktown, which is near Lake Merritt, is rapidly being gentrified. You can still find “Funktown” scribbled on sidewalks here and there when the concrete was fresh. But economic cleansing has taken its toll on the hood. It’s just not the same any more. As the renters of Oakland are being terrorized by skyrocketing rents and greedy landlords evicting them by the thousands, city officials have mostly turned a blind eye to the economic cleansing taking place on their watch.

In contrast to the hoopla and razzle dazzle of Mayor Ed Lee and company to hoodwink the public into believing that privatizing public housing is a good thing, an Oct. 7 letter from Congresswoman Maxine Waters to Comptroller General Gene L. Dodaro of the Government Accountability Office (GAO) calls for more protections for public housing and public housing tenants being threatened by the RAD privatization program.

According to Councilmember Gayle McLaughlin, on Oct. 5, Contra Costa County began counting signatures from the petition that blocked renter protections in Richmond from taking effect on Sept. 4, 2015. When the petition was turned in Sept. 3, the California Apartment Association (CAA) announced that they were behind it. Now people in Richmond are anxiously waiting to find out if enough valid signatures were turned in.

Now that the California Apartment Association (CAA) has blocked the implementation of renters’ protections, including rent control and just cause eviction protections, in Richmond, thousands of renters are at risk of being severely exploited with massive rent increases. Additionally, thousands more are now at risk of displacement and homelessness due to no-cause evictions.

On July 16, Public Advocates, a nonprofit law firm, sent out a press release announcing that, bowing to community pressure, Oakland has invited new proposals for affordable housing at the controversial Lake Merritt East 12th Street parcel that local groups protested against as an illegal land deal with Urban Core that violated the Surplus Land Act governing the sale of publicly owned land.

On Tuesday, June 23, the Richmond City Council vote was 4 to 2. The vote in support of just cause eviction protections and rent control was the culmination of a yearlong effort to fight back against gentrification, greedy landlords and real estate profiteers targeting renters with huge rent increases and 30-day no cause evictions. Just cause eviction protections and rent control already exist in Berkeley, San Francisco, Oakland and other cities in California.
