Covered California predicts dramatic healthcare premium increases without federal action

Covered California issued an analysis Thursday that examined the potential impacts of the current open-enrollment period – which remains open in California, but ended in federally facilitated marketplace states on Dec. 15 – and of recent federal decisions on premiums in individual markets across the nation. The analysis found that premiums could increase dramatically in 2019, with increases from 16 to 30 percent if no steps are taken to mitigate these increases.

In response to a strong surge in demand, Covered California is giving consumers more time to sign up for health coverage that will begin on Jan. 1, 2018. Over the past three days, Covered California has seen more than 38,000 new consumers sign up for coverage, which means that as of Dec. 13 more than 182,000 new consumers have signed up for coverage since open enrollment began.

A new independent study by The Commonwealth Fund found Covered California consumers are protecting themselves from rate changes and paying much less than the average price of plans by shopping for the best value. The study looked at the policies Covered California consumers purchased between 2014 and 2016 and found the average price paid in each year has been between 11 and 15 percent less than the average price of the plans offered.

Thanks to a strong increase in demand, Covered California is giving consumers more time to sign up for health coverage that will start on Jan. 1. More than 25,000 new consumers selected a plan during the first two days of this week, which is more than enrolled at this time last year. “This strong demand shows that Californians are using the competitive marketplace that Covered California provides,” said Peter V. Lee, executive director of Covered California.
