The Rwandan Genocide was not an exceptional incident for the Clinton administration in reference to the expendability of human lives of color; it was just one example of a consistent foreign and military policy from his first day in office to his last. Clinton later claimed he regretted his lack of action, but he never admitted to obvious prejudice in the decision making process that led to his catastrophic decision not to act.

Burundi’s 1972 Hutu genocide, in which hundreds of thousands of Burundian Hutu people were massacred by the country’s Tutsi army, was commemorated in Burundi on April 30. Commemorations were also held in other parts of the world, including one on the state capitol grounds in Toronto, Ontario, Canada.

Potentially catastrophic military operations, authorized by the U.N. Security Council, may lie ahead soon for the Democratic Republic of the Congo. The U.N. Security Council has urged the Congolese army to join U.N. combat troops from South Africa, Tanzania and Malawi in hunting down the Democratic Forces for the Liberation of Rwanda, a Rwandan refugee militia commonly known as the FDLR.
