The proposed censorship regulations that we collectively and vehemently opposed a few months ago have been revised, as of Oct. 20. The deadline for public comments is Nov. 10 – short notice. To the extent that the revisions incorporate language from the newly approved STG regulations that went into effect on Oct. 17, 2014, they need to be robustly resisted. One year ago, on July 8, 2013, 30,000 California prisoners initiated the largest hunger strike the world has ever seen. Sixty days later, 40 prisoners, who had eaten nothing in all that time, agreed to suspend the strike when state legislators promised to hold hearings on ending solitary confinement, the heart of their demands. The 2013 hunger strike followed two in 2011. In the interim, effective October 2012, the hunger strike leaders, representing all racial groups, issued the historic Agreement to End Hostilities, which has held with few exceptions throughout the California prison system ever since.

Men at Calipatria on general population yards A, B and C can show the same courage as the hunger strikers, who are honored around the world, by pledging to respect the Agreement to End Hostilities and stop all fighting and riots between racial groups. The Agreement must continue to hold within all California prisons and unity needs to spread across the state. Only then can justice be won.

The fact that these rules were noticed as “Obscene Materials” indicates an intention of CDCR to attempt to fly below the radar so as to not draw attention to the fact that much of the material under these proposed regulations could be so broad as to cover newspaper articles and a multitude of other written materials that do nothing to promote prison safety and security and do everything to violate and infringe on the First Amendment rights of California’s prisoners.

Our Five Core Demands of the hunger strikes have not been met. And we see that reform always equals revisionism, which means it’s no change. The food has literally gotten worse, although for a month they attempted to adequately feed us. The medical care continues to be inadequate. The educational programs and privileges are not afforded, and prisoners are still made to suffer in these inhumane conditions, now familiar to us for years on end.

There is a matter of some urgency that should be passed along as broadly as possible, because it is just that serious. We issued a statement, “Creating broken men, Part 2,” where we voiced our outrage at the inclusion of the mandatory brainwashing components of Section 700.2 of the CDCR’s Step Down Program (SDP.) Since that time several things have developed.

We were labeled as a security threat group in 1995 in state prison, despite the fact that our God-Centered Culture was established in the free world in 1964 by our educator, Allah. Our God-Centered Culture also has 501(c)(3) tax exempt status like any religion under the First Amendment, but because we teach that the Black man is God and the Black woman is Earth and the white man is devil, as a collective we were deemed a threat.

This is just a small note to let you know I’m still alive. But on Friday morning at around 12:30 a.m., they found me on the floor unresponsive and a little blue-ish purple. The nurses said kidney failure – that I was so dehydrated that my kidneys shut down and I was blue-ish purple ‘cause I almost froze to death. They put me on IV and warmed up my body with blankets and sent me on my way back to my cell. By 4 a.m. I was back. Only at S.Q.

The Adjustment Center (AC) is the death row Security Housing Unit at San Quentin (SQ) which also serves as Administrative Segregation Unit overflow housing. But for all intents and purposes the AC is a secret torture unit at SQ and the fraternal twin of CDCR’s other torture units now partially exposed by media attention resulting from the 2011 peaceful hunger strikes at Corcoran, Pelican Bay and Tehachapi.

Enough is enough. We are tired of CDCR officials, CCPOA, IGI, ISU and SSU continuing all this manipulation, deception with word games, lying to politicians to secure funding, lying to the media and the public in order to cover up the truth. The outcome of the two hunger strikes only exposed a little of their lies but enough to shock the world.

It is time that I fire a published poetic nuclear warhead at you. This has to be fundamentally sound to rejuvenate the spirit and souls of those who still walk upright and with dignity to be counted as men within the depths of legalized oppression. My message will be two-fold, addressing one of several lawsuits that I am aggressively pursuing and CDCR’s ongoing twisted campaign of validating and isolating prisoners.

Beginning with a rally held on the capitol steps, it was an emotional day for many, especially for family members of those suffering in the SHUs and prison survivors. The voices of those in the SHU were powerfully present, both in stories told by family members as well as statements they had sent for the occasion. The hearing provided an opportunity for legislators to hear representatives of CDCR present their new policies and weigh the truth of their claims. At the end there was a scant 20 minutes for public input.

Because the California State Legislature has the full authority to amend, repeal and make new state law, the PBSP SHU Short Corridor Representatives respectfully request on behalf of all CDCR prisoners, male and female, that they please amend California Penal Code Sections pertaining to the: Inmate Bill of Rights, earning of good behavior credits, Inmate Welfare Fund and restitution fines.

In response to CDCR’s failure to meet our 2011 Five Core Demands, the PBSP-SHU Short Corridor Representatives respectfully present this notice of, and basis for, our individualized, collectively agreed upon decision to resume our nonviolent peaceful protest action on July 8, 2013. The upcoming peaceful protest will be a combined hunger strike-work stoppage action. Once initiated, this protest will continue indefinitely – until all Five Core Demands are fully met.

The Eighth Amendment prohibits cruel and unusual punishment, which is torture, which is us prisoners being held in solitary confinement indefinitely, without ever breaking a prison rule or state or federal law, anywhere from 10 to 40 years, under conditions of sensory deprivation, isolation, etc., etc. The fact that solitary confinement is torture is recognized by the U.N. – but not by the U.S., yet.

Since the last hunger strike, the administration via the “Office of Corruptional Security” has instituted documented military torture tactics here at Pelican Bay State Prison in order to create hostile living conditions and attempt to turn prisoners on each other. But many of us have seen these tactics before, so we know how to deal with it.

The new “Security Threat Group Prevention, Identification, and Management Strategy” will instigate new and more aggressive attacks against prisoners and their families, friends, associates and communities, who are already being victimized by our institutionalized racist system and the prison industrial complex. It is just one of their many policies to persecute prisoners incarcerated in solitary confinement units.

It’s vital that the End to Hostilities holds for all races and groups. We call on prisoners nationwide to draft up their own demands, tailored to their own individual institutional needs, to be served on CDCR and their prison wardens – I would get started on them now. We are giving CDCR a deadline to meet all of the demands, or else we are going to resume our peaceful hunger strike and work stoppage starting on July 8, 2013. All U.S. prisoners are asked to pick up the flag of solidarity and join us.

You cannot bury thousands of human beings under conditions that amount to torture – and you cannot leave it up to the torturer to establish the criteria for what constitutes torture. They never see anything wrong with what they do even when violating the law and the humanity of people. The STG policy makes it easier for CDCR to confine us to their dungeons.
