The month of March marked the beginning of state budget hearings that will set next year’s fiscal priorities for the welfare of Californians. The first version of the state budget shows no clear plan to provide adequate relief for people living in poverty, fails to make restorative investments to the social safety net, and continues to increase corrections spending.

So far, the state’s plan for reducing the prison population relies heavily on simply shifting prisoners from state lockups to county jails and out-of-state rental space. But many other states are setting examples that California could follow.

Renowned bassist Ortiz Walton was once the youngest person and first African American to play in the Boston Symphony. But at 75, not only can’t Walton play his bass, but he cannot bathe, dress, eat or move in his wheelchair without the help of his wife, Carol, and assistance from state-subsidized services designed to keep him in their Berkeley, Calif., home and out of a nursing institution.
