The CDCR is proposing new regulations on “security threat groups” or “gangs,” which will be implemented after a regular public hearing, to be held on April 3. The Step Down Program, which CDCR has been executing as a pilot program, is apparently being added to CDCR’s vast number of regulations. The implementation of the official Step Down Program comes while a second legislative hearing on Feb. 11 has been organized.

Congolese people have seen an estimated 6 million of their citizens perish in an unjust war. They have witnessed how the perpetrators of these crimes still roam the streets of their country or are given humanitarian awards and accolades. The rationale for the U.S. intervention in Libya is to protect vulnerable civilians from mass slaughter by the Libyan regime. Why has the U.S. has pursued a military path to “protect” civilians in Libya, when there is a far greater humanitarian crisis unfolding in the heart of Africa, in the Congo. President Obama has the diplomatic tools at his disposal to help alleviate the human suffering in the Congo but has not used them. Watch the videos and sign the petition.
