This Document includes a facsimile of the legal notice informing all potential Subcontractors of MWH Constructors & Webcor Builders, A Construction Joint Venture (hereafter referred to as MWH/Webcor) intent to solicit and receive Qualifications for the Project to establish an invited list in advance of issuing Requests for Proposals as defined herein.

BuildingConnected site NO LATER THAN THURSDAY, SEPTEMBER 6th 2018 (09/06/2018). The first step in receiving the RFQ is to register at BuildingConnected.com. Once this is done, the above link will take you to the RFQ and you will be registered as a Potential Applicant.

 

Addenda and other request for changes will be distributed by email only to Potential Applicants with email addresses, and will be posted on the BuildingConnected site (mwhwebcor.co/eop1). The list of selected Contractors, or the prequalified bidders list, and contact information will be posted on the Bids and Contracts page at the City’s Office of Contract Administration website address:

This work will be performed at the Southeast Treatment Plant. This is an operating wastewater plant with extensive above- and below-grade infrastructure that must remain in continuous operation at all times. A brief description of the work and cost range for each package is:

 

  • Installation of approximately 1,000 LF of new 24” and 36” inch sewer lines (approximate depth is 10-15 FT from grade) requiring shoring and dewatering. This work has an approximate value of $7 million to $9 million.

 

  • The storm water pollution prevention plan (SWPPP) & implementation is for the first phase of the work. The scope will include the design of the SWPPP, obtaining the permit, and installing the SWPPP per the designed and permitted plan. The potential bidders may have to subcontract out the design of the plan and this will be fully addressed in the bid documents. This work has an approximate value of $3 million to $4 million.

Bidders are hereby notified that work to be performed under this contract will be in full or in part financed by the Clean Water State Revolving Fund (SRF), administered by the United States

Environmental Protection Agency (US EPA) and the State Water Resources Control Board (SWRCB), and the Water Infrastructure Finance and Innovation Act (WIFIA), also administered by the US EPA. The Bidder shall comply with all applicable terms and conditions, special provisions, and reporting requirements, as set forth in these specifications, and as may be required by federal law, rule, or regulation. Refer to Contract Section 00 48 10.01 for more information, which is included in the Request for Proposals. Contractors are required to seek, and are encouraged to use, Disadvantaged Business Enterprises (DBEs) for their subcontracting and procurement needs. These requirements apply to all subcontracts for equipment, supplies, construction, and services. The SFPUC has adopted the following Fair Share Objectives for participation of DBEs in this SRF funded project. These are project-wide participation goals that the Contractor may seek to meet:

  1. 6% MBE
  2. 2% WBE

The Local Business Enterprise participation for this Project is 12% of the Contract Sum. The Local Hiring

Goal for the Construction Phase of the Project is 30%. In accordance with California Labor Code Sections 1771.1 and 1725.5, no contract can be awarded to a Proposer without proof that the Proposer and all identified subcontractors are currently registered with the California Department of Industrial Relations.
