Invitation to Bid for Southgate Road Realignment Project

The San Francisco County Transportation Authority (Transportation Authority) will receive electronic construction bids for the Southgate Road Realignment Project on January 14, 2020, until 1:00 PM via Bid Express (www.bidexpress.com). Immediately after the specified closing time, the bid results will be opened in a public forum and read aloud at the Lobby Conference Room of the Transportation Authority office building located at 1455 Market Street, San Francisco, CA 94103 and simultaneously posted to https://www.bidexpress.com/solicitations/14398. A mandatory pre-bid meeting and Disadvantaged Business Enterprise networking session will be held for the project on December 18, 2019, at 1:00 PM at the Ship Shape Community Center, 850 Avenue I, Building 497, San Francisco (Treasure Island), CA 94130. Following the meeting, there will be a site tour.


The project generally consists of the construction of an off-ramp from Eastbound I-80 at the San Francisco – Oakland Bay Bridge east of the Yerba Buena Island tunnel, realignment of Southgate Road, widening and improving Hillcrest Road and construction of a bicycle and pedestrian path. The work includes building demolition, construct grading, aggregate base, hot mix asphalt (HMA) paving, concrete bike path, storm drainage, concrete barriers, architectural metal railing, fencing, crash cushions, bridges, mechanically stabilized embankment (MSE) retaining wall, soldier pile retaining wall, soil nail retaining wall, sign structures, signing, striping, traffic signals, water line, joint utility trench and electrical work.

The project is partially federally funded, and includes a Disadvantaged Business Enterprise goal of 16%. The Transportation Authority also highly encourages the utilization of Small Business Enterprises.

A Class A contractor license is required, and the successful bidder must pay prevailing wages. An electronic bidding process has been adopted for this solicitation. Paper bids will not be accepted. Electronic bids shall be submitted through www.bidexpress.com. All bidders must register on www.bidexpress.com and create Digital ID through Bid Express in advance to submit a bid.
