The regulations California Department of Corrections and Rehabilitiation (CDCR) promulgates to execute Prop 57’s provisions are applied too narrowly. I’m asking that legislators extend Prop 57’s 50 percent time credit to violent and serious offenders, apply the credits retroactively and include non-violent third strikers in the parole eligibility process. I’m also asking that community members contact their representatives in support of the same.
On the surface, the recent “retirement” of the wardens from two of California’s women’s facilities appears to be a needed move in an effort to reform California’s violent correctional system. While many Californians are just beginning to agree that our Department of Corrections does more harm than good, many legal advocates and anti-prison activists have been fighting to make that very point from both inside and out of prison for years.
The No New SF Jail Coalition has been selected to receive the prestigious Hero Award by the San Francisco Human Rights Commission and its Equity Advisory Committee. The coalition celebrated a monumental victory last December, when, after years of community organizing and advocacy, they persuaded the Board of Supervisors to reject plans for a new jail in San Francisco.
The budget signed June 27 by Gov. Jerry Brown reflects Sacramento’s relentless reliance on incarceration. Although the budget includes some repairs to the social safety net, it nonetheless aggressively builds up California’s system of imprisonment, adding another $270 million to the state’s large-scale jail construction program, extending contracts for private prisons, increasing the number of prison guards and funding construction on a dilapidated prison in Norco.
This report reveals the failure of CDCR’s efforts to sustainably reduce incarceration and resolve the humanitarian crisis of its prisons and instead outlines a concerning vision for an expanded and more powerful prison system. We must begin making investments that will sustainably reduce incarceration, close prisons and provide true opportunities for people in low-income communities to thrive.
December is a big month for the jail fight. We have got to make our voices heard loud and clear: This jail is bad for our community and ill-informed policy. The mayor and his conservative allies on the Board of Supervisors are under pressure to push the jail plan through as soon as possible. They know we have been gaining strength, and that once January comes, with changes in the board composition, we will have the numbers to defeat this project. Let’s defeat it soundly.
On April 30, the Office of Administrative Law gave the California Department of Corrections and Rehabilitation its approval on amended censorship regulations proposed by the department over a year ago. The amended regulations as approved and now in effect are essentially identical to those the department originally put forward on March 25, 2014, which drew sharp public criticism.
Californians United for a Responsible Budget filed an appeal challenging the environmental report put out by the SF Planning Department regarding the proposed construction of a jail at 855 Bryant St. as insufficient. A central concern for opponents of the jail is that the planners of the project did not seriously assess the high likelihood of displacing people in 14 Single Resident Occupancy (SRO) units living at 480-484 Sixth St.

The May Revision to Governor Brown’s 2015-16 budget delays plans to close the notorious decaying prison in Norco, a move supported by Sen. Hancock and CURB members earlier this week. The corrections budget continues to account for a total of $12.676 billion with plans for “aggressive” prison construction at Donovan and Mule Creek over the next year.
Statewide Coordinated Actions to End Solitary Confinement (SCATESC) began March 23, 2015. Actions were held in California from San Diego to Arcata (Arcata-Eureka, Los Angeles, Oakland, San Diego, San Jose, Santa Cruz) and Philadelphia, Penn. Activists in more locations will be joining in on April 23 and the 23rd of each month. Below is a report from just one locality, Santa Cruz, which took a creative approach.
The month of March marked the beginning of state budget hearings that will set next year’s fiscal priorities for the welfare of Californians. The first version of the state budget shows no clear plan to provide adequate relief for people living in poverty, fails to make restorative investments to the social safety net, and continues to increase corrections spending.

On Nov. 4, California voters passed criminal justice reform measure Proposition 47. Proposition 47 changes the lowest level drug possession and petty theft crimes from felonies to simple misdemeanors for some people. Although re-sentencing is not guaranteed, up to 10,000 people in California’s prisons and jails will be eligible for resentencing, and newly sentenced individuals who meet the requirements will be under county jurisdiction.
When Dr. Samuel Cartwright coined the term “drapetomania” in 1864, he advanced a historical agenda to secure Black subjugation in America. The logic underlying the continuation and funding of the mass incarceration of the disproportionately Black mentally ill and Dr. Cartwright’s medical breakthroughs is the same: Black people’s mental health cannot be achieved, so society has to maintain extreme and inhumane restrictions on their freedom.
In mid-June, Gov. Brown signed the Budget Act of 2015, which shows no vision for the future of most Californians. In total, this budget underestimated the amount of resources available, overestimated the cost of vital programs, and chose spending on debt service, rainy day funds and prisons instead of the people of California and the vital services they need.
Anti-prison expansion activists across California have had a busy spring pushing back against controversial expansion plans. Members of Californians United for a Responsible Budget (CURB) acted swiftly last month to defeat two legislative bills which would have rammed forward over $4 billion in prison and jail construction money [AB 2356 (Gorell) and SB 1377 (Nielson)].
After the revised proposed state budget was released yesterday, activists from around the state are calling on Gov. Jerry Brown to remove the $500 million outlined for jail expansion. With $15 billion in cuts to social safety net programs, prison reform groups like Californians United for a Responsible Budget (CURB) are questioning why the state is increasing spending on prisons and jails instead of social programs and public education.
This week members of Californians United for a Responsible Budget (CURB), advocates and activists representing diverse communities are attending the Senate Public Safety and Assembly Budget Committee hearings in Sacramento to speak out against billions in funding for new prison and jail expansion. The Assembly Budget Committee hearing will begin on Wednesday, April 23, at 1:30 p.m. in Room 437 of the Capitol in Sacramento.
On Feb. 10, the federal court granted California and Gov. Jerry Brown a two-year extension to reduce the deadly overcrowding in our state’s prisons. We urge the Legislature to act immediately to implement parole and sentencing reforms, cancel all prison expansion plans, invest in community-run anti-poverty and recidivism programs, and build lasting and public accountability and oversight.
Gov. Brown’s 2014-15 budget will contract 5,633 new prison beds in state while funding the expansion of four new prisons and allocating $500 million for more jail construction. Advocates celebrate a series of parole reform victories outlined in the proposed budget while pointing out that lifting some of their extreme limitations could easily prevent Gov. Brown’s costly prison expansion plans.
