California Penal Code 422.55 defines “hate crime” as a criminal act committed, in whole or in part, because of the victim’s disability, gender, nationality, race or ethnicity, religion or sexual orientation. There are multiple state hate crime laws that provide enhanced penalties for violating the rights of people in one of those protected groups. Recently, acts of violence against the homeless have been caught on tape and circulated on the media. They show that cities like San Francisco and Oakland should enact their own local laws adding their homeless citizens to that list of protected groups.

Last week I noted that there had been a rash of police shootings all over the Bay Area and some of y’all thought I was literally seeing or making up things. Well over the Memorial Day weekend we had three people shot by Bay Area police in two days. Three police shootings in two days is a lot. Ten police shootings in six months by two police departments is a lot. One doesn’t have to look to places like Texas, St. Louis or Louisiana or other Trump-loving states to see questionable police shootings. A lot is happening right here in the Bay Area.

Oakland City Council President Lynette McElhaney discusses the most recent sex scandal sweeping OPD and other Bay Area law enforcement agencies, where over two dozen officers and agents had sex or inappropriate dealings with the same underage girl. Councilwoman McElhaney equates sex work with slavery. She also stresses the need for the community to help organizations that support women and girls who have been abused by the sex industry.

Hundreds of Oakland residents turned out to voice their opinions about the City Council hiring William Bratton as a $250,000 a year consultant to help bring down an escalating crime rate. They accuse him of instituting “stop and frisk,” a program that they say is the blue print for racial profiling. Bratton’s background suggests there may be a lot more to be concerned about than stop and frisk.
