On the final day of our May trip to Palestine we visited the Abu Jihad Museum for Prisoners Movement Affairs in the brilliant sunlight of Jerusalem. The simultaneous visit to Bethlehem of a Pope who paid respect to the Palestinian right to self-determination was nice enough. But the very thought of such an institution alone astounded me. Neither a “dead” museum nor a bourgeois one in the conventional style of Europe, the fact of its existence in Palestine exhilarated me.

On Thursday, July 31, communities impacted by incarceration, immigrant detention and escalating violence against women and children will march to the site of a new women’s prison in McFarland to demand its immediate closure. Advocates will convene at McFarland Park, 100 Frontage Rd, McFarland, Calif., at 5 p.m. CDCR has contracted with the GEO Group to run the McFarland prison. The GEO group, like the state of California, has been challenged by prisoner hunger strikes, protests and lawsuits due to the deplorable and inhumane conditions of their facilities.

On July 8, 2013, 30,000 prisoners of the California prison system – and hundreds more across the United States – refused meals to take a stand about the conditions of prisoners in the various forms of solitary isolation – approximately 14,000 human beings in California alone. It was the third hunger strike in California in two years. Dozens of prisoners deprived themselves of solid food for 60 days. One prisoner died.

The Assembly Public Safety Committee, chaired by Assemblymember Tom Ammiano, will hear Ammiano’s AB 1652 to control use of solitary confinement on Tuesday, April 8, at 9 a.m. in Room 126 of the State Capitol. The bill comes out of a series of in-depth hearings held in the wake of prisoner hunger strikes in 2011 and 2013. AB 1652 limits the violations and situations for which a prisoner can be placed in SHU.

Tomorrow, California lawmakers will hold a hearing about the use of solitary confinement inside its state prison system. February marks seven months since people incarcerated throughout California embarked on the mass hunger strike that has drawn legislative attention to prison conditions. The CDCR released new proposed regulations around its gang policies, and it points to changes already made. Accounts from former hunger strikers suggest that change is slow in coming.

Gov. Brown has declared that the prison crisis that allowed prisoners to die is over and that prisoners are receiving good care. His words, not ours. The governor and the officials of CDCr are arbitrarily choosing not to provide the public with adequate information that pertains to the incompetence that continues to endanger prisoners by murdering them through direct medical neglect and incompetence.

Prisoners of varying racial and ethnic backgrounds and ideological and political persuasions have forged a united front – best reflected by the Short Corridor Collective confined in Pelican Bay State Prison Security Housing Unit – around common goals and interests of ameliorating the tortuous concrete conditions inherent to long-term solitary confinement.

CDCR has released its “Security Threat Group Prevention, Identification and Management Strategy,” which proposes new gang validation and SHU step down procedures. “The biggest issue with the stakeholder review is that the most important stakeholders, the prisoners who have been validated and are currently in administrative segregation or the SHU, are not included,” says Jerry Elster.
