France and Rwanda hostile after Kagame accuses France of genocide planning

French and Rwandan officials exchanged hostilities this week after Rwandan President General Paul Kagame accused France of helping to plan genocide in Rwanda in 1994.

KPFA Evening News Anchor Sharon Sobotta: An international argument between French and Rwandan officials broke out this week after Rwandan President Gen. Paul Kagame accused the French of playing a direct role in the political preparation of genocide in an interview with Jeune Afrique. Justice Minister Christiane Taubira canceled her plan to attend the genocide commemoration in Kigali, but then the Rwandan government announced that they had canceled her invitation anyway.

Alain Juppé, who served as the French foreign minister during the last two years of Uganda’s 1990 to 1994 war with Rwanda, called upon President Francois Hollande to defend the honor of France, but Hollande expressed little more than surprise because, he said, he had recently had a cordial meeting with Kagame in Brussels. KPFA’s Ann Garrison has more.

‘Rwanda’ by Robin Philpot coverKPFA/Ann Garrison: Current French Foreign Minister Edouard Balladur appeared to side with former French Foreign Minister Alain Juppé and current French Justice Minister Christiane Taubira. Balladur said that France’s Operation Turquoise had probably saved the lives of about 15,000 Rwandan refugees and that “France was the only country in the world which took the initiative of organizing a humanitarian operation to prevent a generalized massacre.”

The French Socialist government of President Francois Mitterand supported the Hutu government of Rwandan President Juvenal Habyariana, and the U.S. government headed by President Bill Clinton supported the predominantly Tutsi forces led by Gen. Paul Kagame, which invaded Rwanda from Uganda in October 1990 and waged the four year war that they finally won after violating the peace accords signed in Arusha, Tanzania.

Someone fired a surface-to-air missile from the ground in Rwanda, shooting President Habyarimana’s plane out of the sky as he returned home from signing the peace accords in Arusha. Kagame’s army then immediately began to advance, the Hutu population panicked, and the infamous 100 days of massacres began.

Until recently, however, these historical events have been widely discussed only in the French speaking world. Robin Philpot, author of “Rwanda and the New Scramble for Africa, from Tragedy to Useful Imperial Fiction,” was not able to get his book published in English until the imprint that he manages, Baraka Books, published an updated version this year.

‘Healing a Nation’ by Dr. Theogene Rudasingwa coverPhilpot said that Kagame’s former chief of staff, Theogene Rudasingwa, who now lives in exile in the U.S., had helped share the story in the English speaking world by publishing his own book, in which he says that Gen. Kagame actually bragged of assassinating President Habyarimana and wanted to create the illusion that the world was standing by, when they had actually asked the U.S. not to intervene.

Robin Philpot: The Americans and the British did everything they could to make sure there would be no intervention to stop the fighting and to stop the killing. Well then, Rudasingwa said it in his book. He said, “Our strategy was to make sure there would be no international force. This is in April and May. We sent people to Washington and New York, and that’s where it was communicated, but our public strategy was to say that the international community sat idly by and didn’t do anything and abandoned the Tutsi.”

In other words, he comes out and says exactly the same thing as I do, and he was at that time with Kagame, because he believed in it. And, I think, after he said, “Yes, we made mistakes.”

Les autorités françaises et rwandaises ont échangé des mots durs cette semaine après que le président rwandais le Général Paul Kagame a accusé la France d’avoir participé, voire planifié le génocide rwandais de 1994.

Le présentateur de KPFA SHARON SOBOTTA: Une querelle internationale entre la France et le Rwanda a éclaté cette semaine après que le Président Général Paul Kagame a accusé la France d’avoir joué un rôle direct dans la planification du génocide, lors d’une interview à Jeune Afrique. La ministre française de la Justice Christiane Taubira a annulé son déplacement à Kigali pour la commémoration du génocide, mais le gouvernement rwandais a annoncé qu’il avait de toute façon annulé son invitation. Alain Juppé, ministre français des Affaires étrangères durant les deux dernières années de la guerre ugandaise contre le Rwanda, de 1990 à 1994, a exhorté le président François Hollande de défendre l’honneur de la France, mais Hollande a été plus que surpris par les accusations de Kigali, lui qui avait eu une réunion qualifiée de cordiale avec Kagame à Bruxelles. Ann Garrison de KPFA nous en dit plus.

KPFA/ANN GARRISON: L’actuel ministre français des Affaires étrangères Edouard Balladur s’est rangé du côté de l’ancien ministre des Affaires étrangères Alain Juppé et de l’actuelle ministre de la Justice, Christiane Taubira. Il a rappelé que l’Opération Turquoise dirigée par la France a plus que probablement aidé à sauver la vie de plus de 15.000 réfugiés rwandais et que « la France a été le seul pays au monde à prendre l’initiative d’organiser une opération humanitaire en vue de prévenir des massacres généralisés ».

Le gouvernement socialiste de François Mitterrand aidait le gouvernement hutu du Président rwandais Juvénal Habyarimana, le gouvernement des Etats-Unis dirigé par Bill Clinton aidait la rébellion à prédominance tutsi (FPR) dirigée par le Général Paul Kagame, qui a lancé une offensive contre le Rwanda à partir de l’Uganda en octobre 1990. Cette guerre qui a duré quatre ans a été finalement gagnée par le FPR après la violation des accords de paix signés à Arusha en Tanzanie. Quelqu’un a tiré sur l’avion du Président Habyarimana à l’aide d’un missile sol-air, au moment où cet avion approchait l’aéroport en provenance de la Tanzanie [c’était à Dar-es-Salam et pas Arusha] où d’autres accords venaient d’être signés. L’armée de Kagame a tout de suite repris les hostilités, la population hutu a été prise de panique et l’on connaît la suite avec les 100 jours de massacres macabres.

Jusque très récemment, ces événements historiques étaient largement discutés uniquement dans le milieu francophone. Robin Philpot, auteur du livre « Rwanda and the New Scramble for Africa, from Tragedy to Useful Imperial Fiction » ne pouvait pas publier son livre jusqu’à ce que l’imprimerie qu’il dirige, Baraka Books, en publie une version revisitée cette année. Philpot dit que l’ancien directeur de cabinet de Kagame, Mr Théogène Rudasingwa, actuellement exilé aux Etats-Unis, a largement contribué à diffuser ces informations dans le monde anglophone à travers son propre livre dans lequel il dit que Kagame s’est vanté d’avoir tué Habyarimana, puis a culpabilisé le monde entier d’avoir regardé sans agir, au moment où le FPR demandait aux Etats-Unis de ne pas intervenir pour stopper les massacres.

ROBIN PHILPOT: Les américains et les anglais ont tout fait pour rendre toute intervention qui stopperait les massacres impossible. Rudasingwa le dit bien dans son livre. Il dit « notre stratégie consistait à nous assurer qu’aucune force internationale n’intervienne. C’était en avril et en mai. Nous avons dépêché des envoyés à Washington et New York pour porter ce message, mais notre stratégie publique était de dire que la communauté internationale a regardé sans agir et a abandonné les Tutsi à leur sort. En d’autres mots, il dit exactement ce que je dis, et il était à ce moment-là aux côtés de Kagame, et il y croyait encore. Par après, je pense, il a dit « oui, nous avons commis des erreurs ».

    The world knows well about Peter kagame's criminal records and how he has misused his own Tutsi people for him to be where he is now, the world is more than aware of the shooting down of the President Habyarimana's airplane on Kagame's order but for the moment green notes come first then we'll see…sorry for the Rwandan and the Congo people !

    The E.U is run by France and Germany with the side influence of America and their left wing and right wing nut jobs.

    100 years ago Sir Arthur Conan Doyle wrote this passage in The adventures of Sherlock Homes “The Adventure of the Noble Bachelor.”

    Truth is indeed stranger than fiction.

    No country should trust the French as you would not trust Japan to re-militarise.

    Israel should be careful to keep Russia on side as the neo-colonialists in France and Britain and the Americans stir up trouble around the world. Russia has won in Syria and will win in Ukraine. This shows why the West as haters of tradition..religion and custom need to be sent a message by their own people at the E.U. After taking a contrary stance at the beginning in Libya to the war crimes of importing half a billion dollars worth of illegal weapons into the country which are now in Syria Merkel has sold her soul to America big time. Ukraine and Libya has sent these Western rats scurrying across the globe to shore up their interests. None of this would have happened if Libya was left alone. Instead we have an arms and interests race brought on by a E.U and America that is too big for its boots.

    The West is morally inept as it is led by left wing nut jobs or right wing ignaramous’ s.
    I can tell you one thing. As an Australian I would never go to war fighting for France as we did in WWII. Not after Libya. The French are liars and hypocrites and violators of international law. They were part of the evil axis of France-America-Britain-Sunni governments that pumped half a billion dollars of illegal arms into Libya which are now in Syria and still tgey talk about international law and Obama’s different set of lawyers.

    They should also take their neo-colonialist aspirations out of northern and central Africa. On one hand the French minister calls for de-escelation in Ukraine like the Americans and on the other hand like the Americans they provoke Russia by going to Georgia. The grubby French are still after Syria and North and Central Africa.

    Can someone tell these idiots in the West that they have lost the propaganda war. Spin or no spin the West violated international law in Libya so they can hardly whine on Russia when they want to provoke Russia on their borders with interference in a sensitive and strategic nation like Ukraine. Is Libya on your borders France, Britain and America or you Sunni autocrats being propped up by the West? What is the state of Libya now? Chaos!

    I advised Putin back in 2011 after Russia and China were excluded from oil deals in Libya that the next target was Ukraine. How right I was.
