KPFA Evening News Anchor Cameron Jones: President Obama appointed members of the House, including California’s Karen Bass, to the U.S. delegation now in Rwanda for the official 20th anniversary commemoration of the Rwandan Genocide. The President did not, however, appoint California’s Ed Royce to the delegation.
In 2010, Royce wrote that he had chaired Congressional hearings about Kagame’s forces raping, pillaging and plundering natural resources in the Democratic Republic of the Congo, as was reported by U.N. investigators that year and before. Royce also wrote that the State Department didn’t want to hear about it then, “because Kagame sat on their pedestal.” This year Royce called upon the administration to end its longstanding partnership with Rwanda because Kagame has sent so many assassins to eliminate his enemies in exile.
Former Rwandan Intelligence Chief Patrick Karegeya was assassinated in Johannesburg last year, and Rwandan Gen. Kayumba Nyamwasa is now reported to be living at an undisclosed location under the protection of the South African police, after the third attempt on his life. In 2010, assassins shot Nyamwasa in his car outside his home, then followed the ambulance that rushed him to a hospital to finish the job. South African police stopped them there and at Kayumba’s home last month, but this time the South African government finally expelled three Rwandan diplomats whom they accused of being involved. KPFA’s Ann Garrison has more.
KPFA/Ann Garrison: Kagame denies responsibility for the assassination attempts even as he welcomes their success, as he did that of his former intelligence chief Patrick Karegeya, who was strangled by multiple assassins after putting up a fierce fight in a posh Johannesburg hotel room on New Year’s Eve last year.
Shortly after Karegeya’s assassination, Kagame told a Rwandan audience, mostly in their own language, Kinyarwanda, that you can’t betray Rwanda without being punished.
Kagame: You can’t betray Rwanda and not get punished for it. Anyone, even those still alive, reap the consequences. It’s a matter of time.
KPFA: Kagame is also known to have sent assassins to Mozambique, Kenya, Uganda, Tanzania and even Europe, the United Kingdom, Belgium and Sweden, as confirmed by the BBC in a recent report titled, “Oppose us and you are likely to wind up dead.” In 2011, Scotland Yard warned three Rwandan exiles in London that their lives were in immediate danger because of Rwandan assassins who had illegally crossed into British territory.
Although Kagame continues to deny responsibility for Karegeya’s assassination, as he now denies responsibility for the third attempt on the life of his former general, Kayumba Nyamwasa, he did speak to some press in private at his hotel during the World Trade Organization gathering in Davos, where he likened it to the U.S. execution of Osama bin Laden.
Kagame is indeed a long term ally and military partner of the United States, and he took military training at Fort Leavenworth before leading a Ugandan invasion of Rwanda in 1990, which ended when he won the war and seized power in Rwanda’s capital, Kigali, in 1994.

Le présentateur de KPFA Evening News, Cameron Jones: Le Président Obama a sélectionné des membres de la Chambre, Karen Bass de Californie inclus, qui composeront la délégation des Etats-Unis, déjà au Rwanda maintenant, pour la 20ème commémoration du Génocide rwandais. Le Président n’a cependant pas ajouté Mr Ed Royce de Californie à la liste.
En 2010, Royce a écrit qu’il avait présidé les travaux du Congrès sur les viols commis par l’armée de Kagame et sur le pillage des ressources naturelles de la RDC, sur base des rapports établis par les enquêteurs de l’ONU, en 2010 et les années précédentes. Royce a aussi écrit que le Département d’Etat ne voulait pas entendre parler de ces rapports « parce que Kagame était placé sur leur piédestal ». Cette année, Royce a demandé à l’administration américaine de mettre fin au long partenariat avec le Rwanda parce que Kagame a envoyé des escadrons afin d’éliminer ses “ennemis” à l’étranger.
L’ancien chef des renseignements, Patrick Karegeya, a été assassiné en Afrique du Sud l’année dernière à Johannesburg, tandis que le Général Kayumba Nyamwasa vit maintenant dans un endroit tenu secret, sous la protection de la police sud-africaine, et ce après une troisième tentative d’assassinat sur sa personne. En 2010, des assassins ont tiré sur Kayumba Nyamwasa à l’entrée de sa résidence mais l’ont râté, puis ils ont suivi l’ambulance le transportant à l’hôpital afin d’achever la sale besogne. La police sud-africaine les a arrêtés là mais encore le mois dernier, le gouvernement sud-africain a expulsé trois diplomates rwandais accusés d’avoir trempé dans ces affaires. KPFA/Ann Garrison: Kagame nie toute responsabilité dans les tentatives d’assassinat même s’il se félicite de leur résultat, tel qu’il l’a fait après la mort de Patrick Karegeya, retrouvé étranglé par plusieurs assaillants après une lutte dure dans une chambre d’hôtel d’un quartier huppé de Johannesburg au réveillon du nouvel an 2014.
Peu après l’assassinat de Karegeya, Kagame, s’adressant à la foule à l’occasion des “Breakfast Prayers”, principalement en Kinyarwanda, a dit que “vous ne pouvez pas trahir votre pays et vous en sortir indemne”.
Kagame: Vous ne pouvez pas trahir le Rwanda et vous en sortir indemne. Quiconque, même ceux qui vivent encore, doivent en subir les conséquences. C’est juste une question de temps.
KPFA: Ce n’est plus un secret que Kagame a dépêché des escadrons de mort au Mozambique, au Kenya, en Uganda, en Tanzanie et même en Europe, au Royaume Uni, en Belgique et en Suède, tel que confirmé par la BBC dans son récent rapport intitule “Opposez-vous à nous et vous finirez probablement mort”. En 2011, Scotland Yard a prévenu trois exilés rwandais à Londres que leur vie était en danger immédiat sur base des informations que des assassins rwandais avaient illégalement débarqué sur le territoire anglais en vue d’attenter à leur vie
Même si Kagame continue à nier sa responsabilité dans l’assassinat de Karegeya, tout comme il nie d’ailleurs sa responsabilité dans la troisième tentative d’assassinat de l’ancien général Kayumba Nyamwasa, il a parlé en privé à une certaine presse à son hôtel lors du sommet de l’Organisation mondiale du Commerce à Davos, et il a comparé ces assassinats à l’exécution d’Ossama Bin Laden par les Etats-Unis.
Kagame est un allié de longue date et partenaire militaire des Etats-Unis, il a effectué un stage militaire à Fort Leavenworth avant de conduire l’invasion ougandaise du Rwanda en 1990, qui s’est soldée par sa victoire militaire et la prise du pouvoir au Rwanda en juillet 1994.
