As a shockwave of disclosures expands the Hunters Point scandal, more startling historical and scientific facts were revealed by Daniel Hirsch, former University of California Santa Cruz Program on Environmental and Nuclear Policy director on Thursday, Oct. 18, 2018. A clutch of powerful federal, state and local politicians has been involved for decades in the remediation and redevelopment of Superfund sites Hunters Point and Treasure Island. 

A white jogger throwing a Black homeless man’s property into Lake Merritt. A well-dressed man kicking a sleeping man’s face so severely he was hospitalized. The owner of a local club circulating death threats to homeless people and chasing a camper with a gun. These are just some of the publicized events. Of course, people forced to live outdoors face this and worse on a regular basis.

As Phase One of Treasure Island redevelopment gets under way, the Island’s subsidized and market rate residents are experiencing increasing intimidation and harassment and fewer services. Damian Ochoa, a seven-year market rate renter in good standing at John Stewart’s “The Villages,” describes intensifying “habitability issues,” amounting to prohibited Eighth Amendment “cruel and unusual punishment,” officiated over by John Stewart Property Manager Dan Stone.

Public housing is home to over 1.2 million families across the nation, mostly the elderly, disabled and low-income women with children. The Bay Area is home to thousands of them. In an effort to save public housing in Oakland, Richmond, San Francisco and nationwide, Congresswoman Maxine Waters, D-Calif., wrote a letter to President Obama on Dec. 10 condemning the Rental Assistance Demonstration program, or RAD.

On Saturday, Sept. 20, 2014, crowds in Clipper Cove bleachers cheered Chinese Dragon Boat races, completely unaware that, at that same moment, on the island’s far end, Treasure Island residents were suffering years of infrastructure collapse and being flooded out. While the Treasure Island Development Authority rakes in admission fees, it is taking no action to rebuild island infrastructure for current residents or protect them from the ravages on their health of flooding, mold and radiation.

Gentile, soft-spoken Sandy Agee represents a group of African-American Bayview Hunters Point residents who thought they escaped radiation and chemicals that the Navy dumped at the Hunters Point Naval Shipyard, turning it into one of the nation’s most radioactive EPA Superfund sites. They discovered the Navy also carpeted their refuge, Treasure Island in San Francisco Bay.

The plan to privatize and sell our public housing projects in San Francisco and across the nation is harmful to the poor, elderly and disabled, including the thousands of union workers who have spent years maintaining our public housing units. Thousands of union workers are presently facing job losses due to public housing privatization schemes.

Think of Treasure Island as an iridescent green glowing ghost ship whose prow divides the blue waves as it navigates San Francisco Bay waters gliding northwest under the Golden Gate Bridge.
