Both Rwandan and Congolese Americans and other members of the Rwandan and Congolese diaspora have for years asked the United States to stop supporting the military dictatorship of Rwandan President Paul Kagame. Earlier this week U.S. Ambassador to the U.N. Samantha Power called on Kagame to step down at the end of his term in 2017. KPFA’s Ann Garrison has more.

Which presidents will remain in power in the Democratic Republic of the Congo and its neighbors, Rwanda, Uganda, Burundi and the Republic of the Congo? In Burundi, Rwanda’s neighbor and another of the Democratic Republic of the Congo’s neighbors to the east, President Nkurunziza claimed the right to be elected twice by universal suffrage and won the election, as Rwanda’s President Kagame did in 2010 and DR Congo’s President Kabila did in 2011, and that right was confirmed by Burundi’s highest court.

Instability and political repression are increasing in the Great Lakes Region of Africa, as the presidents of Burundi, the Democratic Republic of the Congo, and Rwanda seek to remain in power beyond constitutional term limits. Rwandan and Ugandan troops crossed into the Democratic Republic of the Congo this week, sparking fears of another catastrophic regional war. Burundi is another pressure point further destabilizing the region.

On April 22, 1995, 4,000 to 8,000 Rwandan Hutu people, maybe more, were massacred at the Kibeho Camp for Internally Displaced Persons in Southwestern Rwanda. The Kibeho massacre is one of many committed by the Rwandan Patriotic Army in Rwanda and DR Congo, but it is one of the most shocking because it was witnessed by U.N. Peacekeepers and well documented by at least two photographers, but no one was ever prosecuted for the crime.

A widely feared and anticipated military attack by U.N. and Congolese troops on the FDLR has not materialized, despite U.N. Special Envoy Russ Feingold’s repeated urgings. Instead, this week, the people of the Democratic Republic of Congo rose up in the streets to demand that their Parliament not pass legislation allowing Congolese President Joseph Kabila to extend his stay in office beyond constitutional term limits. Over the last 16 years, more than 6 million lives have been lost in Congo – and the major perpetrators of those atrocities have been U.S. allies Rwanda and Uganda. The majority of victims have been children under the age of 5. Subsequent U.S. administrations have provided aid to the Rwandan and Ugandan regimes. The U.S. remains one of the top two donors of aid to Rwanda today.
