As a coalition of Africa-focused human rights and peace organizations representing a broad range of individuals, we write to express our dismay at your decision to welcome President of Rwanda Paul Kagame to your universities. We regret to inform you that your invitation of Paul Kagame to your institution co-signs his repressive practices inside Rwanda and his aggressive interventions in neighboring Democratic Republic of the Congo.

On Aug. 7, Paul Rusesabagina, president of the Hotel Rwanda Rusesabagina Foundation, sent an open letter to international political and civil society leaders asking them not to bother with the upcoming Rwandan parliamentary elections. The letter follows: Please ignore Rwanda. Parliamentary elections are coming up in Rwanda this September, and the world should ignore them.

This month the U.S. and the U.N. Security Council must choose: Will they hold accountable major perpetrators of continued atrocities in the Congo or collaborate with them to put the blame on a few guilty but minor scapegoats and some innocent people who are guilty only of challenging the major offenders?

The inescapable implication of the U.N. report on the Congo is that Rwandan President Kagame could be legally proven to be a genocidaire, or perpetrator of genocide. President Obama must use the U.N. report to distance his administration from Mr. Kagame.

A nationwide coalition of U.S. activists is calling on President Barack Obama to intensify pressure on the government of newly re-elected Rwandan President Paul Kagame. They want Obama to immediately terminate all military assistance and freeze the $240 million scheduled for Kagame's undemocratic regime.

President Obama said, in his 2009 speech in Accra, Ghana, that America should support strong institutions and not strong men. But Obama has expanded AFRICOM, the U.S. Africa Command, and now he remains silent as Rwanda’s strongman, President Paul Kagame, prepares a sham presidential election to retain his brutal grip on power.

Today, 62 percent of the people packed into Rwanda’s prisons have been charged or convicted of genocide-related crimes and some of the country’s most admired leaders are being accused of the “genocide ideology” thought crime. Most prominent are Victoire Ingabire, Kagame’s strongest competitor for the presidency, and Paul Rusesabagina, the hero portrayed in the film “Hotel Rwanda,” who is charged with “Double Genocide Theory.”
