After becoming the leader of the Rwandan Diaspora’s opposition to the authoritarian regime of Rwandan President Paul Kagame, Victoire Ingabire returned to Rwanda to run against him in the 2010 election. She was instead placed under house arrest shortly after her return and is now serving a 15 year sentence. This week the African Court of Human and People’s Rights agreed to hear her case on appeal, in Arusha, Tanzania.

For those who are looking at us, as if we were in a cage like Patrice Lumumba said, there is no difference between a Black African and an African-American. We are the ones making this difference because we think that for the white man there are good Blacks and there are bad Blacks. We don’t look at ourselves through our own eyes but through the eyes of another person who has defined us as not human.

The Congolese army, with the help of the UN Force Intervention Brigade, decisively defeated the M23 militia in the Democratic Republic of the Congo’s eastern Kivu Provinces this week, but many Congolese, Rwandans, and Ugandans, are asking why the Democratic Republic of the Congo is now engaged in peace talks with the M23, and not with Rwandan President Paul Kagame and Ugandan President Yoweri Museveni.

Rwanda’s M23 has finally been defeated in DR Congo, but what are we to make of DR Congo negotiating with M23, not Rwanda’s Kagame and Uganda’s Museveni? M23 was commanded by Rwanda’s top military officers and officials, but its collaboration with Uganda is clear to anyone who gives the Great Lakes Region any attention, as is Rwanda and Uganda’s collaboration with the Western powers.

The Congolese army has pushed Rwanda’s M23 back by about four miles in recent days, and U.N. envoy says that their success makes this a good time to negotiate. Jean-Mobert N’senga, an activist lawyer in Goma, and his group, Fight for Change, agree but say the Democratic Republic of the Congo needs to negotiate with Rwanda, not M23.

Speaking in Tanzania at the end of his African tour, President Obama urged “countries neighboring the Democratic Republic of the Congo” to make peace. Congo shares borders with nine African nations, but the president declined to say which of them he was referring to. Obama spoke about the U.N. brigade at a press conference, but declined to name Rwanda and Uganda as the aggressors in eastern Congo.

On Thursday this week, in a performance that raised eyebrows and caused teeth gnashing among Congolese peace and justice activists, movie actress Angelina Jolie thanked the G8 summit of the world's eight wealthiest nations for their effort to end sexual violence in war. Late last week, the Security Council approved the creation of what it called its first-ever “offensive” combat force, with a mandate to carry out targeted operations to “neutralize and disarm” the notorious March 23 or M23 militia, as well as other Congolese rebels and foreign armed groups in the eastern Democratic Republic of Congo. Until now, U.N. peacekeeping forces’ only explicit mandate has been the protection of civilians.
