Rwandan bodies and lives continue to feed the bottomless pit of U.S. capitalist, imperialist greed in partnership with Rwanda’s criminal President Paul Kagame while the United Nations agencies are exposed as complicit in silence.

April 6 was the 24th anniversary of the day that Gen. Paul Kagame shattered a ceasefire agreement and resumed the 1990-1994 war in Rwanda by assassinating Rwandan President Juvenal Habyarimana and Burundian President Cyprien Ntaryamira. His troops, acting on his orders, fired a rocket at Habyarimana’s plane when it appeared overhead in Rwanda’s capital, Kigali, returning from Dar es Salaam, Tanzania.

On Nov. 18, Rwandan President Paul Kagame inducted seven thieves without borders and one medical doctor into his “National Order of Outstanding Friendship,” presenting them with medals for “exemplary service” to the nation, meaning himself and his ruling party, the Rwandan Patriotic Front (RPF). Kagame is a modern day exemplar of French King Louis XIV’s theory of government: “L’état, c’est moi” (“I am the state”).

In his 22 years as the powerful man in Rwanda and 16 years as the president of Rwanda, Paul Kagame has proved to be not only a tyrant and dictator responsible for large scale human rights abuse with an extreme and effective way of crushing dissidents and political opponents. Yet he has spoken before at the Harvard University School of Business, where he is invited again as a speaker this coming weekend.

Gen. Paul Kagame ordered the shooting down of the plane in which President Habyarimana and President Cyprien Ntaryamira of Burundi, French citizens, and all others on board were killed on April 6, 1994. This assassination triggered the genocide. Since then President Kagame has imposed a reign of terror to keep himself and the ruling party in absolute power.

The truth must now be told. Paul Kagame, then overall commander of the Rwandan Patriotic Army (RPA), was personally responsible for shooting down the plane carrying President Juvenal Habyarimana home from a peace summit. His assassination triggered the Rwandan Genocide.

Faculty members at Carnegie Mellon University's Marianna Brown Dietrich College of Humanities and Social Sciences have signed a petition questioning the university's partnership with Rwanda's president, Paul Kagame, as they plan to open a branch campus in Kigali in 2012. The petition cites charges that his government has committed gross human rights violations in Rwanda and in the Congo. It also cites increased repression of the press and political freedoms.

On Aug. 29, Barack Obama’s State Department filed a request for immunity for Rwandan President Paul Kagame in the civil lawsuit Habyarimana vs. Kagame, which alleges Kagame’s guilt in the Rwanda Genocide and Congo wars and demands damages for the widows of assassinated Rwandan President Juvenal Habyarimana and Burundian President Cyprien Ntaryamira.

“Had the RPF not been made militarily dominant by outside support and the two presidents not been assassinated in the RPF assault for power, the ICTR evidence suggests that the Rwandan genocide would never have occurred,” concludes Professor Erlinder.

Instead of the racist story about Hutus killing Tusis with machetes in 100 days of genocide, the truth is that the U.S., British and Israeli military and their Ugandan and Rwandan proxy forces are responsible for genocide against both Tutsis and Hutus in Rwanda, Congo and Burundi.

The Kagame dictatorship has finally officially arrested Rwanda’s opposition leader, Victoire Ingabire Umohoza, the woman Gen. Paul Kagame fears the most in the world. It’s widely believed she would have defeated him in August if allowed to run.

Human rights activists around the world have called for international justice and an end to impunity in the wake of the “U.N. Mapping Report on Human Rights Abuse in the Democratic Republic of Congo.” But many don't expect justice from an international criminal tribunal.

A long-standing code of silence inside the U.N. is coming to an end regarding what is probably the largest genocide ever since the U.N....

The leaked U.N. report to be officially released Oct. 1 is not the first such report to have been drafted by the U.N. – nor is it the first one to be covered up. On Oct. 11, 1994, Robert Gersony of USAID reported that Kagame's RPF army had been committing systematic massacres of the Hutu population in Rwanda starting in April 1994.

The Dutch government refutes claims by the Rwandan opposition parties of Victoire Ingabire Umuhoza, Frank Habineza and Bernard Ntaganda that the process so far has been rigged and since July the Dutch government is apparently co-presiding over the Rwandan National Electoral Commission.

Knowing that he is a predator of political and press freedoms, it is now opportune for Western donors to revisit their support for Kagame as well as their role in Rwanda’s reconstruction and reconciliation processes.

For many Western observers – Tony Blair, Bill Clinton and Bill Gates among them – Rwanda’s economic growth is the foundation of its democratic transition. Yet, as Rwandans head to the polls next month to elect a president, Paul Kagame’s ruling Rwandan Patriotic Front (RPF) has perverted the very democratic ideals it claims to uphold.

In less than weeks, Rwandans will go to the polls to elect a president. The incumbent, Paul Kagame, head of the ruling Rwandan Patriotic Front, continues to exert total control over the country’s election process. “In 2010, the people will vote as we instruct them,” said an aide to the Minister of Local Government.

No one knows for sure whether Professor Mwaikusa was assassinated by Rwandan Patriotic Front operatives, but we do know that the RPF target lawyers who defend people whom they have identified as their enemies. Now the lawyers at the International Criminal Tribunal for Rwanda have legitimate reason to be fearful of being in Africa.

The identity, motive and/or sponsors of Professor Jwani Mwaikusa’s assassins, in Dar es Salaam, Tanzania, may remain “unknown,” meaning “unproven,” for some time, but Professor Mwaikusa’s friends and colleagues know that whoever was responsible deprived the legal fraternity and the entire human race of an irreplaceable, independent and incorruptible mind.
