The Pelican Bay Human Rights Movement wrote 40 supplemental demands to detail what prisoners are entitled to and need to have re-instated. In responding to the California Department of Corrections and Rehabilitaion’s response to our 40 supplemental demands, I would like to get into the actual details of what the CDCr is and is not saying in response to prisoners.

In retaliation for our peaceful protest, the security housing unit sergeant, B. Davis, drafted up a memorandum on July 8, 2013, saying that Pelican Bay State Prison will be following “regulations per DOM 54030.20.5 which allows book/ publications limit of five (5) books maximum.” This is what PBSP calls rehabilitation.

On Jan. 29, 2013, I wrote an article called “The Lying Game: CDCR, Inc.” I wrote this article because I wanted the public, our legal team and mediation team and anyone else who’s willing to listen to know that it is not the prisoners who are lying; instead, it is the prison officials at the very top who are doing all the lying. They lied to our representatives about promising to implement our Five Core Demands.

We all suffer from physical and psychological damage from being held indefinitely under these savage conditions, in solitary confinement. We have always said that our struggle is a protracted struggle and we intend to continue our Pelican Bay Human Rights Movement until justice is won and the long term solitary confinement torture is ended.

The only defense that can protect the people is to assemble the power of the people. We are our only defense. We have suffered enough injustice at the hands of a very evil system – CDCr and PBSP – and it is time that we prisoners express that pain and suffering by all means at our disposal, because CDCr and PBSP are censoring SF Bay View in order to censor prisoners, because we are exposing cruel and unusual treatment of prisoners. We collectively commend and value the courage and commitment as well as the principled stand that the SF Bay View is taking to speak truth to power.

So now it is necessary for us to move forward and utilize our NARN science in order to resolve these contradictions – the problem – so as to enhance the power of the people! Hence, the Pelican Bay Human Rights Movement is hereby proposing to the people – the Prisoner Hunger Strike Support Coalition – that we initiate an online petition campaign with the goal of obtaining 1 million signatures.

The CDCr are masters at pulling the wool over the eyes of the California taxpayers, activist organizations, civil and human rights organizations, religious institutions, prisoners, men and women, and state and federal courts. Their blatant disregard for the truth is rooted in their drive to build the California sector of the prison industrial slave complex.

I am writing to inform you of the scare tactics that California Department of Corrections and Rehabilitation (CDCR) here at Pelican Bay State Prison Security Housing Unit (PBSP SHU) uses in order to intimidate our families, friends and associates away from corresponding with those of us who are held in these solitary confinement units – AdSegs and SHUs.

For the past 40 years, prisoners have been removed off general population due to being validated as alleged prison gang members or associates. This is the sole reason for our placement: not behavior. CDCr started this indefinite lockup in the mid- to late 70s and soon realized that there was an economic incentive for labeling prisoners as a threat to the safety and security of the institution.

We are illegally being held in the SHU and Ad-Seg while being subjected to sensory deprivation, both physical and psychological torture, inadequate health care and isolation. PBSP and CDCR officials are refusing to comply with CDCR official policy. It is necessary we prisoners get more involved with our destiny.

Word has just reached us that Steve Champion, a prisoner on San Quentin’s death row well known as an inspirational advocate for justice and as one of the trio with Stanley Tookie Williams and Anthony Ross, began a hunger strike last Thursday, Oct. 4. His demands – still unmet – are listed in “The struggle never stops,” published in the July Bay View and reprinted here, and he asks that all who believe in justice flood the San Quentin warden and Corrections Department (CDCR) spokespersons with calls and emails.

Two letters follow: The first, by Mutope Duguma, describes the current Pelican Bay State Prison Short Corridor situation. The second, by Pelican Bay inmate and hunger strike leader George Franco, is reposted here and now so readers can compare prison officials’ promises with the situation described by Mutope Duguma a year later.

Unlike Title 15 – California’s Code of Regulations for all California prisoners – San Quentin top officials have concocted and enacted an exclusive code of regulations called the 608s, which mandate that death row prisoners are under the control of the warden of San Quentin. It is this illegal and repressive code of regulations that AC death row prisoners are vigorously challenging.

Top CDCR administrators admitted several times during our negotiations that the five core demands made by 12,000 hunger striking prisoners were reasonable and would all be addressed via meaningful, substantive changes. Our rejection of CDCR's March 1 proposal is based upon its failure to act in good faith. CDCR is asking lawmakers and taxpayers to allow it to continue to violate thousands of prisoners’ human rights, torturing us with impunity. Our counter-proposal will bring this illegal torture to an end.

California Department of Corrections and Rehabilitation’s “Security Threat Group Prevention, Identification and Management Strategy” targets the underprivileged prisoners and their communities to retain them in solitary confinement indefinitely. The Pelican Bay Human Rights Movement rejects this document.

Under the false premise that I was organizing prisoners for purposes of carrying forth a physical assault in the spirit of Black August, 18 years later, I remain confined in their “mad-scientist” like torture chambers as an alleged prison gang member solely because I refuse to become an informant for the state!

We prisoners held in Pelican Bay State Prison Security Housing Unit seek support from all hip hop celebrities, fans and supporters to assist us in shutting down all solitary confinement units that hold New Afrikan prisoners and other races in solitary confinement indefinitely.
